Something wrong in Doda and Kishtwar

There's something great about being harmonious. It is camaraderie and brotherhood that builds up over time. The tearing of camaraderie and brotherhood takes the society to a disaster. Camaraderie and brotherhood are not just words, out of them comes the happy life for all. But for the past some years, 'camaraderie and brotherhood' is in shambles, when we traverse on the lush green valley of Kishtwar and Doda districts. Yet the people had not forgotten the dastard killings of Parihar brothers (Anil Parihar was active in politics for over 25 years and had unsuccessfully contested the 2008 Assembly polls and Ajeet Parihar was an employee of the State Forest Corporation) by suspected terrorists (amongst the claim of the police that terrorism had been completely wiped out from this region in 2009-10) in Kishtwar on 2 November 2018, followed by imposition of curfew, and massive protests across the Jammu division against the killings, with large number of people coming out on roads in Jammu, Reasi, Udhampur, Ramban, Kathua, Bhaderwah and Samba areas of the region compelling the government to depute a special team of top officers including two SSP and one SP to Kishtwar to handle law and order. The initial investigation by a team of police headed by an officer of the rank of ASP was replaced by INA, when Rajput Sabha Kishtwar, sought for CBI probe. Laterally NIA said that the involvement of some high profiled people having political links cannot be ruled out. This move can be taken as total failure of local administration. We remember the BJP and the VHP blamed police and security agencies for their "failure" to act on the inputs about the increasing underground activities of terrorists in the region killings of Parihar brothers, a pointer to failure of these agencies. Reacting on the killings Home Minister Raj Nath Singh twitted that 'The police will leave no stone unturned to bring the perpetrators to justice' and BJP National President Amit Shah twitted 'This is a cowardly act that shames humanity'. The killing of Parihar brother's is still unresolved mystery. When the conundrum of Parihar brother's killing is yet in the womb, another bombshell hit the Kishtwar in the shape of killing of the RSS top functionary and large scale violence followed by curfew and forcing the administration to arrest the former Minister, a local resident, Sanatan Dharam Sabha (SDS) Kishtwar, president and number of other activists from a particular community. The District Commissioner Kishtwar was targeted as inefficient. Although on ground resentment is not so visible but the invisible wounds in the society are deep rooted and kept alive by social media that have the potential for eruption anytime like silent volcano that can engulf the social fabric of brotherhood in the region especially in sensitive districts of Kishtwar and Doda in particular and can tear off the camaraderie in the society. The administration must take it as 'Silence before the storm coming' (Toofan Se Pehle Ki Khamoshi)
Another page tagged to the Kishtwar history just about six years back, tell us that communal clashes had broken out in Kishtwar town on August 9 2013, leaving three persons dead and dozens others injured. Property worth crores was set ablaze by the rival communities, forcing the government to impose curfew and seek assistance of the army in controlling the situation. Then MoS Home of state government, a local resident was alleged to be master mind behind the violence. The communal incident was probed by Justice RC Gandhi Commission, who gave clean chit to the former minister but held former DC, DIG, SP; police personals on ground duty and Magistrates, of violence hit areas responsible for negligence of duty and also slammed different wings of police including CID and administration for non-cooperation (source search engines). Important recommendation that appears not to have been taken on board by the government is that Justice Gandhi advocated for formation of other community VDCs so as to make balancing act otherwise there will be a feel of insecurity among the other community that can prove fatal for the law and order in future.
Honestly communicating, when I was toiling on this write-up. The news-alert about violence and subsequent clamping of curfew in Bhaderwah shivered my pen and words shrink and shrieked to culminate the article. In the sorrowful act of shooting down a person from a particular community in Bhaderwah that is being linked to 'cow vigilantism' by relatives and people from particular community and accusing RSS for the dastardly act (although administration has denied such motive) and as a violent protest pelted the stones on police station, on the residential houses of a targeted community, damaged and set on fire vehicles and creating a hooliganism and taking law into their hands compelled the administration to cane charging, tear gas shelling and clamping of curfew in the town. As it happens in such events, persons from both civil as well as from security have been injured in large number. The administration is toiling hard to bring peace in the town that will be restored ultimately. But million dollar question is how to cement the harmonious relations betwixt the communities that are proportionately imbalanced. The Doda district having overall 64.7 per cent literacy rate but when we talk of Bhaderwah tehsil, it has literacy rate of 75.51%. It needs mind boggling exercise as being a highly literate tehsil, why this town has a history of communal violence even over trifles. The role of political parties and those preachers of the religion also required to be kept under radar as these two factors are mainly responsible for fomenting communal tensions. It is also in public domain that everyone is created with different mindset so everybody do have a different kind of opinion and biasness, due to the help of social media this opinion reach the masses some time and also become one of the reason of the communal riots. The politicians in communities and classes take pleasure by belittling other community or class, creating an aura of enmity among the masses, and takes advantage of the same to retain their positions. There are many issues in our society that makes us to go for riots so easily. We have observed that many communal riots happen and are stage managed due to vested interests of political parties.
Ultimately, it's a sense of camaraderie and friendship that is core to keep moving further in a harmonious society. When we fully understand the brevity of life, its fleeting joys and unavoidable pains; when we accept the facts that all men and women are approaching an inevitable doom: the consciousness of it should make us more kindly and considerate of each other. This feeling should make men and women use their best efforts to help their fellow in the society, to make the path brighter and easier as we move on in the journey of life. People will only help each other. When there is a sense of camaraderie and brotherhood that springs up and that is a survival tactic.
