Blue-eyed Motor Vehicle Inspector holds half a dozen lucrative posts in Transport department

Jammu, May 14: A blue-eyed Motor Vehicle Inspector (MVI) is handling over half a dozen lucrative posts in the Transport department.

According to the documents in possession of Early Times, a series of orders have been issued in the last over eight months, showering undue-favours on Motor Vehicle Inspector Chander Mohan Sharma.

It appears that all the postings of MVI were made as per a seriously weaved script when Regional Transport Officer (RTO) Jammu, allegedly infringed that script by issuing an order posting Chander Mohan Sharma to some other post, same order was vetoed by the higher ups.

As per the chronology of the orders, the first was issued on 20/9/2018 placing Inspector Chander Mohan Sharma as Member of Board of Inspection, Goods (Jammu) displacing Rajeev Kumar Kundal.

On 16/10/2018, two member Driving Testing Board was constituted for Jammu district for afternoon shift, with Rehana Tabassum, ARTO and Chander Mohan Sharma MVI. After only fortnight, the Driving Testing Board was reconstituted replacing Shafqat Majeed Bhat in place of Rehana Tabasum.

On 20/11/2018, a committee of officers was constituted to examine all aspects of new type of vehicles from mechanical/technical point of view taking the base model in respect of teach category inspected/tested to make suitable and reasoned recommendations regarding technical specifications, security features and worthiness, climatic conditions and any other aspects necessary to consider.
Once again the seven member committee had the blue-eyed boy Chander Mohan Sharma as its member.

On 7/12/2018, another order was issued dissolving the Driving Testing Board of Jammu district of First shift but the Driving Testing Board of Jammu district (2nd shift), in which Chander Mohan Sharma was member was asked to conduct the driving test till the reconstitution of driving test borad for the first shift.

wist came in the story, when on 22/2/2019, the RTO Jammu issued an order displacing Chander Mohan Sharma to some other post. The order of RTO read: “In view of the engagement of Chander Mohan Sharma MVI in the Trial Testing Board for Driving Licenses, S Gurmeet Singh Bali MVI shall inspect the vehicles on every Tuesday in place of Chander Mohan Sharma. Besides the inspection of vehicles where opinion of Board of Inspection is not mandatory shall also be looked after by him to ease out the day to day difficult of applicants approaching in the RTO office Jammu”.

The RTO Jammu issued another order on 10/3/2019, constituting Flying/Checking Squads. Chander Mohan Sharma was kept for two days on Tuesday and on Thursday along with one other inspector.

But the orders of RTO were an infringement in the original script. The orders issued by the RTO were cancelled on 14/3/2019and Chander Mohan Sharma was reverted back to the Driving Testing Board Jammu due to some unknown reasons.

On 1/4/2019, a five member Technical Committee was constituted for evaluation of technical/financial criteria of applications of for Vehicle Location Tracking Devices and Panic buttons in Public Service Vehicles. Chander Mohan Sharma was once again appointed as the member of the Technical Committee.

On 6/5/2019, the Driving Testing Board was constituted for Jammu district in which Swaran Singh ARTO as well as Rajeev Kumar Kundal MVI were co-opted as members of single Testing Board of three members including Chander Mohan Sharma. The new Board was asked to conduct driving tests for both the shifts for which earlier there were two Boards for separate shifts.

“It is amply clear that all the posts are lucrative posts in the Transport Department and usually some loyal lieutenants are needed to manage these posts” an official alleged, adding that Governor SP Malik must initiate an enquiry to keep check on the department.
