Contractors demand clearance of backlog payments by H&UDD

JAMMU, May 20: Expressing resentment against the authorities of Housing and Urban Development Department (H&UDD) for not functioning in a professional manner, the contractors executing developmental works in different Municipal Councils/ Committees falling within the jurisdiction of Jammu province alleged that due to indifferent attitude of the department the payments due to them got lapsed.
Addressing a press conference here today, the contractors from Udhampur, Doda, Kathua, Ramban and Kishtwar lamented that the Director Urban Local Bodies Jammu and Finance Department have failed to clear the backlogs of payments despite a formal order in this regard was issued.
They said, "During the last financial year i.e. 2018-19 despite the issuance of order by the Finance Departmen our payments were not disbursed to us which eventually lapsed."
The aggrieved contractors said that while the government directed all Municipal Councils and Committees for preparation of Action Plan of developmental works in the last quarter of 2018-19 and earmarked Rs 15 lakh for each Municipal Committee and Rs 50 lakh for each Council. As per government instructions the President of all Municipal Councils/ Committees prepared the works plan and submitted it to the government in the last quarter for execution during the FY 2018-19.
The Executive Engineer allotted the works mostly during the month of January and February 2019, even few works were allotted during the month of March 2019 and contractors executed the works day and night. But it was very surprising that Finance Department has issued orders to cease / fix constraint to draw only 15% payment of the approved capex Budget 2018-19 resulting maximum funds approved under Additionally and other heads under state capex budget 2018-19 got lapsed and we suffered badly without our fault, said the contractors. They urged the governor to look into the matter personally and issue necessary directions to the concerned department for clearing their work done liabilities.
The contractors warned that if their grievances are not redressed within 10 days then they will launch agitation in each and every municipality and will not allow Executing Agencies to execute new works till their pending payment is not cleared.
