Election commission of India
Tough challenges ahead for
R.B. Suri5/23/2019 10:32:58 PM
Our hats are up after having seen the tremendous performance of the Election Commission of India (ECI) in conducting the Lok Sabha elections in the country successfully despite of so many odds and massive violence. The country is so big with 29 States and the seven Union Territories having a big electoral college for electing the 542 MPs in the Indian Parliament. The electoral college is comprised of more than 900 millions bonafide voters. The task which the ECI has conducted was a challenging one, and the credit for the same goes to the Chief Election Commissioner (CEC) Sunil Arora. In the sensitive state of Jammu and Kashmir, the entire process of the conducting of the Lok Sabha elections for the six Lok Sabha seats stand conducted by the Chief Electoral Officer (CEO) Shailender Kumar effectively. Shailender Kumar deserves the great appreciation for the same as the circumstances under which he got the elections conducted in the state were altogether different as the state is inflicted with the militancy which had gone to the optimum level these days. Also it is pertinent to mention here that wherever he worked in the past has delivered the most. I have also worked with him for some time. Really he is a gem and an extraordinary Bureaucrat in the State administration.
Presently an era of the REGIONAL POLITICAL PARTIES like TMC, BJD, TDP, DMK, AIIDMK, SP, BSP NCP besides National Conference and PDP etc. is prevailing in the country at the moment which has created the 'CAUGMIRE' and the dirty politics which is creating the hurdles in the functioning of the Election Commission of India in conducting the elections in the country smoothly without any violence. Let there prevail a highness and the leaders of these political parties should think seriously in floating a 'THIRD FRONT' similarly on the pattern of the USA and UK besides the two national political parties- BJP and the Indian National Congress(INC). If this happens, it will prepare the fair ground for the ECI in conducting the very free and fair elections in the country otherwise not. The leaders of these political parties should treat the Nation as first and then see the interests of their own parties. They are not doing so at the moment and are showing their miserness towards the nation which be made to halt at this stage only. It is relevant to mention here that last year in the election of the Deputy Chairman, Rajya Sabha, NDA nominee Harivansh Singh won the same by securing 125 votes of Rajya Sabha MPs against INC nominee Hari Parsad who fetched only 105 votes of Rajya Sabha MPs. PDP and National Conference MPs did not participate in the election. Both of these parties are not in line either with BJP or with INC. Over the sensitive issue of the Article 35 A and Article 370, they had shown their colours against the two national parties of the country rather they are on the same page and are threatening the union Government for the dire consequences and open revolt against India in favour of Azadi as was demanded by the Huriayat Amalgamation and the Separatists in the valley. PDP and National Conference did not participate in the Deputy Chairman Rajya Sabha's election. They abstained from the voting in the Rajya Sabha. J&K had 6 MPs in the Lok Sabha and 3 MPs were from BJP, 2 from PDP and one from National Conference. Pertinent to mention here that the political parties in the country and the states before the elections generally make the volgour language, serious allegations as also vomit the poison against each other. In the eventuality of shortage of their numbers to form the government, they join hands together thereby deceiving the voters at large. These days, there is an era of regional political parties in the country as we are seeing that these parties are maintaining the distance from the INC and BJP and fight tooth and nail against them. Other regional political parties are TMC,BJD,TDP,DMK, AIIDMK etc. etc. In their respective states, TDP,BJD,TMC, SP and BSP have already made their pitches strong enough in the masses. It appears these days that Chander Babu Naidu is making the all out efforts in meeting the leaders of these parties and the Congress High Command at New Delhi personally thereby sparing his valuable time. His main endeour is to unify them over the formation of the next government at the Center in case Narender Modi fails to come into power once again. At the same time, it is very much clear that SP and the BSP combine is maintaining the distance at the moment but Dr. Farooq Abdullah is positive on the issue of the unification of all the political parties in the country minus BJP. Chander Babu Naidu and Mamta Banerji are well seasoned political stalwarts - They should try their best to form the Third Front in the country as an alternative to BJP and the INC. This , if matures, will be a suitable alternative to INC and BJP. Without wasting any further time over the issue involved, all should make the serious and the concerted efforts in this direction in the very interests of the country as also to avoid the political instability in the country to the large extent possible. When we talk of PDP, it joined hands with BJP in 2015 to form the Coalition Government in J&K. It did not worked well and collapsed on June 19 last year with the withdrawal of support by BJP from the Coalition Government headed by Mehbooba Mufti. It appeared that there were chances of combination of PDP and National Conference in the state just to keep these national political parties (INC and BJP) out of power in this sensitive state based on their respective experiences as both of them remained as the partners with them in one way or the other and had bitterness resulting which they shall be constrained to to remain away from them. It is just for the recollection of the memory, in the Lok Sabha elections in 2014, Narinder Modi's charisma prevailed all over the country and finally BJP on its own remained successful in attaining the absolute majority in the Lok Sabha and its strength of MPs crossed more than 336 under the banner of NDA and its opponent political parties and their allies could not even cross 100 MP seats in Lok Sabha and rather INC and its partners reduced to the skeleton under UPA. The reason was that UPA-II was hit with the various scams as also and its government was total failure and unstable. Having seen no positive results due to the Demonetization of the currency notes of Rupees 500 and Rs. 1000 and the implementation of the GST in the country, the people of the country were showing their great resentment against Modi government. In order to give the tough resistance to Modi lest he be not turned as a Dictator as also apply the check the further advancement of Prime Minister Narender Modi, the opposition political parties in the country apart from INC have already started thinking afresh for the unity finally as also for forming the Third Front as is evident from the activities of TDP Chief Chander Babu Naidu these days. It is to be seen that will the regional parties come together on the single point agenda of challenging the BJP lobby including its PM Modi ? Leaving aside their egos conflicts, the Political Parties like RJD, SP, CPI, CPI (M), TMC , NCP, JDU, JDS, should take the lesson from results of the Lok Sabha elections-2019 and join their hands together in giving befitting reply to the PM Modi as an alternative.
BJP had played the double role in respect of Article 370 and article 35A of the Indian Constitution which need immediate attention of the readers on top priority. Actually they are not deceiving the masses particularly but they are deceiving themselves at the cost of the nation also and ultimately they will reach at the stage from where no return would be possible. Whosoever political party- BJP or the INC will be in power at the Centre will not desire this type of the Third Front as for them the divided oppoisition parties are gainful for them always rather they will apply the hurdles and the various obstacles for their unity. On the contrary, the politicians who are the millioners will engage the goondas in their favour to defeat their opponents in the political field. Such like situation will certainly create the untoward situation for the ECI for conducting the general elections in the country. This means that lot of tough challenges are ahead for the ECI on this score. Therefore a need of the hour is that the ECI should go for the total electoral reforms in the country at the earliest possible to avoid all this non sense. The ECI is under cloud these days over the issue of the safety of the EVM Machines. Many a political patries in the country have alleged about the misuse of the EVM machines. After the Exit Polls telecasted by the various channels, on Monday, a meeting of the leaders of the 21 political parties was held in New Delhi presided over by the Chief Minister of Andhra Pradesh Chander Babu Naidu. The issue involved of the misuse of the EVM machines was discussed wherein the leaders expressed their serious concerns about the EVM machines and criticized the functioning of the ECI. Not only this, the former President of India Parnab Mukherji has reacted sharply and in a statement he has expressed his anguish over the safety of the EVM machines and wanted that the issue be settled by the ECI soon thereby saying that the rumors have no place in the Parliamentary Democracy in the country. Parnab Mukherji gave the caution that the EVM machines be safe guarded and protected first and advised the ECI to save its credibility. The political experts and the Analysts have opined that after the introduction of the EVM machines in 1998 and onwards, the opposition political parties were the main beneficiaries always in comparison to the ruling parties. But still there exists a big question mark on this score which needs to be settled once for all immediately otherwise the country would have to face the serious crisis ahead. Also they expressed that the INC got the benefit due to these EVM Machines in the Assembly elections in Rajasthan, Madhya Pradesh and Chhatisgarh last year and INC came to power in these states. INC also formed the government in Karnataka in alliance with JD(S). Arvind Kejriwal of AAP too got the benefit of these EVM Machines in Naw Delhi elections. As per the latest leads based upon which results of the Lok Sabha Pollls-2019 will be declared, the position reveals that :-BJP+ restricted to - 330 MP seats
Congress+ restricted to - 96 MP seats
Others restricted to - 116 MP seats (up to 11.50 AM- May23)
Now it is very clear the Narender is going to form the next government in the Center for another five years.
Based upon this, in order to avoid the political instability at the Center, let the leadership of the BJP and the INC concentrate on mobilizing the campaign for wining the hearts of the people of India towards the favour of their parties based upon their performance on the Indian polity. Third Front if formed, the leadership should concentrate based upon the performance of their (regional political parties) various State Governments in the country and convincing the people towards their favour. This way the people of the country may get rid of the dirty politics as a divided opposition resulting which there would be a negligible scope of the violence during the elections as and when held by the ECI. The CEC of the ECI should not bow before the pressures from the Prime Minister in power as the ECI is a Constitutional Body under the Indian Constitution. Better be late than never. The electorates in the country are generally the illiterates who don't know the pros cons of the Parliamentary Democracy in the country as such the ECI should come forward at their rescue without wasting any further time. Let's wait and see. (feed [email protected])
