In JE's relieving order, XEn slams former Dir RDD, BDOs

Jammu, June 12: The executive engineer, REW Samba, has apparently lambasted his former boss and some Block Development Officers while relieving a junior engineer.
According to a copy of the order available with Early Times, the Xen REW Samba, Ashok Kumar in relieving order of junior engineer Romesh Gupta, block Bari Brahmana and block Vijaypur, vide number XEN/REW/S/2019-20/64-72/ dated 13/05/2019 has termed former Director, RDD Jammu as "most corrupt person".
In a three page relieving order of the JE, the XEn said, "The former Director RDD Jammu R K Bhat was the most corrupt officer and you managed to get yourself posted as JE in block Bari-Brahmana with additional charge of block Vijaypur vide order No.Estt/Gnl-680/31675-78 dated 13-10-2017 fraudulently to loot state exchequer."
The XEn in the order further mentioned that bypassing a JE Bhanu Partap in Pyt. Gudwal-B, "you utilized the services of BDO Vijaypur to pressurize XEn's office to approve typical estimate of ST family PMAY House Rs.1.72 lakh having one Room 12'x12', kitchen 6'x7', Verandah 6'-9"x5' and Toilet unit 4'x5' with septic tank and said estimate was also approved by then ACD Samba and DDC Samba."
"The DDC Samba, ACD Samba did not request this office to reduce the cost of ST family House from 1.72 lakh to Rs 1.59 lakh but you tampered the estimate of Rs 1.72 lakh and pasted scan signature of DDC Samba on Rs 1.59 lakh estimate fraudulently. If a JE can tamper a document signed by the DDC Samba, if he can paste scan signature of DDC Samba on another document what can be expected from such JE", the XEn mentioned in the order.
"Mohan Singh Bhatti ex-Sarpanch Pyt. Jerda filed a complaint against you and others for embezzlement of MGNREGA funds in the construction of T.Road from Gurmeet Singh House Pardi More to Chak Nazir during the year 2012-13,2013-14 and 2014-15. The Director General RDD Jammu along with enquiry team personally conducted enquiry by visiting the site of work on 21-12-2018. When she herself found embezzlements, she directed telephonically to ACD Samba to conduct enquiry and submit report, wherein the ACD Samba vide letter No. ACDs/2018-19/76/8810-11 dated 22-12-2018 requested undersigned to conduct enquiry and submit report", the XEn wrote in the order and added that the undersigned conducted enquiry and submitted enquiry report to ACD Samba vide letter No. XEN/REW/S/2018-19/2042-47 dated 24-12-2018 with recommendations to place you along with then AEE under suspension.
The XEn further said that the "nexus of corrupt officers and contractors get transferred a BDO. ACD Samba also directed then BDO Ramgarh to submit enquiry report in the embezzlement scam, as and when, then BDO Ramgarh Anshumali Sharma submitted enquiry report, you inclusion with your embezzlement gang get him transfer from Block Ramgarh to Block Ghagwal."
"You along with Chaman Lal Gandhi and other members of embezzlement gang influenced Director General RDD Jammu but instead of taking action on the recommendations of this office, as well as, on the recommendations of Anshumali Sharma then BDO Ramgarh, she get Anshumali Sharma transfer from Ramgarh to Ghagwal to allow to destroy evidences."
The XEn who has been in the news for exposing many scandals in department has also raised serious questions in the relieving order.
