Govt forgets 1-month additional salary to poll staff

Jammu, June 12: If one wants to find how mismanagement is the order of the day in Jammu and Kashmir's administration, the fiasco pertaining to the order of one-month additional salary to the polling staff could serve as a valid point of reference.
This has perhaps happened for the first time in the administrative history of the state that an official order on April 16 this year declaring that the government employees, who discharged their duties as polling staff for municipal and Panchayat polls in 2018, will be given one month additional salary by April 24, 2019. However, more than a month has passed since the government was ought to settle the issue. The order, interestingly, continues to remain shelved, gathering dust with those at the helm having no clue at all about its status.
The circular number of 22 of GAD, dated 16-04-2019 reads: Vide government order No. 1789 - GAD of 2018, dated 20 12 2018, all the Drawing and Disbursing Officers (DDOs) are directed to draw the one month of salary/wages/remuneration in respect of employees, borne on the establishment of the offices only after taking a certificate to be issued by the concerned authorities to the effect that they performed the election related duties/Panchayat elections.
But the claims of payment of one month additional salary/wages/remuneration in favour of the employees who were deployed for the conduct of Municipal/Panchayat election-2018 have not been settled by the concerned DDOs which has been viewed seriously by the authorities.
Earlier, on September 25 last year, the Governor's administration had announced salary incentives to its employees discharging election duties.
The government announced a month's salary as incentive to employees deputed for election duty, Chief Secretary B.V.R. Subrahmanyam had announced.
However as the last phase of the polls was held on October 17 with results announced on October 20, the Jammu and Kashmir's Finance department is yet to issue any order related to the disbursement of one month additional salary to the government employees who discharged their duties as polling staff during these elections.
"This hasn't happened ever. Now there is one more twist in the entire plot. The government has decided that it will provide the additional salary but only after deducting the Housing rent known as HRA. HRA is 16 percent in cities and 8 percent in rural areas. At the time when such announcement was made there was no condition laid. The government at that time only announced one month of additional salary with no ifs and no buts," says a senior official.
He adds that the entire issue has swelled into nothing less than a big fiasco in which no one knows what will happen next.
