'Blue-eyed' contractual employee holds charge of 2 ADs

Jammu, June 17: Throwing rules to wind, a 'blue-eyed' contractual employee in Integrated Child Protection Scheme (ICPS) has been given multiple charges by the authorities.
The contractual employee, who was appointed as legal-cum-probationary-officer (LCPO) in Anantnag district was initially attached to Mission Directorate in Srinagar, affecting the functioning of the Justice Juvenile Boards (JBB) and Child Welfare Committee (CWC) Anantnag.
The Principal Magistrate, JJB, Anantnag in a written communiqué had asked the ICPS authorities to send the concerned LCPO back to his original place of posting. In response to the communiqué, on 12-09-2018, Under Secretary to Government, Social Welfare Department under order no; 51-SW of 2018 asked the MD to send back a contractual LCPO to his original place of appointment.
"In the interest of administration and in order to strengthen the functioning of Juvenile Justice Board (JJB) Anantnag, LCPO (contractual) presently deployed at SMD (State Mission Directorate) ICPS, is hereby repatriated to assist respective JJB /CWC. The official is deemed to have been relived with immediate effect," the order read.
However, the authorities didn't give any heed to the government order issued from Civil Secretariat and instead on 31-12-2018 vide order no 01 CM of 2018 gave him additional charge of Training's of J&KCRC in addition to his own duties. The official is already holding additional charge of Nodal Officer Administration/Trainings in the ICPS.
Sources said despite being a contractual employee, the said official is holding charges which two assistant director level officers were supposed to hold. "He is the MD's 'blue-eyed' boy and with his and few other 'blue-eyed' employees, The MD has been busy in making a fortune out of the Centre government's flagship scheme which was meant for building a protective environment for children," they alleged.
Similarly, a member of CWC Budgam, has been given additional charge of Nodal Officer CWC in the Directorate from back date. The order issued by Social Welfare Department (No. SWD/ICPS/Camp/2019/49-51 dated 27-04-2019) reads: "In the interest of administration the said official shall hold the charge of Nodal Officer of Child Welfare Committee 20-04-2019)."
Sources alleged that the ICPS, launched by the government two years ago in Jammu and Kashmir, has become a hub of corruption, nepotism and favouritism. "From making purchases without fulfilling codal formalities to recruiting employees through backdoor, the MD ICPS, during his almost one-year tenure has been embezzling the funds meant for welfare of the children in the state. He is even misleading his superiors and the High Court, which is monitoring the scheme," sources alleged and demanded a through probe by Anti-Corruption-Bureau into the functioning of the ICPS.
