5 months on, order regarding regularization of incharge officers, lecturers not implemented

JAMMU, June 24: Although it has been more than five months since the State Administrative Council sought regularization of all the incharge officers, lecturers but the School Education Department has failed to implement the order till date.
Sources told Early Times that honoring the long pending demand of incharge officers, lecturers in School Education Deaprtment, the SAC had issued an order   in the beginning of current year for their regularization as the incharge  headmasters, ZEOs and lecturers have not been regularized since 2011and incharge Principals, CEOs and Joint directors since 2007-08.
“The SAC had taken decision in this connection and issued an order (No:- 114 Edu of 2019 dated 23.01.2019) regarding the regularization of all fresh and back log 8000 incharge officers and +2 incharge lecturers and in this connection the General Administrative Department (GAD) had also constituted a committee under the chairmanship of Secretary School Education but no meeting has been convened to  issue the regularization orders,” they said further adding that  the attitude of concerned department has brewed resentment among the teachers’ community.
They further said that all formalities of incharge + 2 lecturers have been completed like Vigilance clearance, work and conduct certificates,  cause of vacancy position, integrity and seniority etc. but delaying the regularization inspite of the directions of Chief Secretary  to all Administrative Secretaries to regularize all up to 30.4.2019  is demoralizing the incharge cadres.
“It is very unfortunate that the genuine issue of the teaching community like their regularization  has not been solved till date then how can other problems in the Education Department will be redressed, the department has not been showing sincerity to take issue to its conclusion,” they said.
