  |  Today while browsing through my old documents, I came across an open letter  written to the   All parties Parliamentary delegation that visited Jammu and Kashmir state in September 2010. The delegation  was in Jammu on 24th of that month. Prior to  the formal meeting with them to which I was invited, I thought it prudent to write to them  a letter so as to  advise them  in some detail  about the contours of the issue  from the perspective  of  people of Jammu.  The main thrust, as may be  seen  was  on the step-motherly, deceptive and callous policy pursued by successive governments in Delhi towards the patriotic Dogras. Each one  of them stooped low to  exploit their nationalistic commitments. This was considered necessary as the delegation was slated to meet a large number of representatives of political parties as well as  some selected members of the civil society. The interaction was therefore bound to be  brief , repetitive  and superficial. The perusal  of the Open letter  reproduced below  will make it abundantly clear that  the governments in Delhi have been merely fire fighting. To compound the tragedy   those in power in Jammu/ Srinagar  especially  after the  Indra-Abdullah accord  fallowed the permissive route in respect of secessionists  resulting in gathering of the terrorist  storm that exploded over the valley of  Kashmir in 1989. To put it mildly,  despite professing great concern for   the Decades old trouble in Kashmir , the powers that be  have been found  unable or unwilling to effectively  respond to the changing dimensions of the Terrorist-Pakistan combine thrust that caused unprecedented  bloodshed shed and mayhem .   In my letter of 24th September, 2010 I  wrote: "I feel privileged to welcome you to the land of Dogra Warriors, the citadel of peace, harmony and patriotism. We hope this visit signifies the end of the humiliating policy of treating Jammu as a door mat to enter the drawing room of Kashmir and denying   the people of  Jammu their legitimate status   as a necessary party(to the Kashmir tangle)  and thus   entitled to  be heard in the event of any form of dialogue. We are deeply concerned about the ongoing cycle of violence in parts of Kashmir valley contrived to achieve the nefarious design of securing  de -accession of Jammu & Kashmir from the mother land. It also   causes us immense pain and anger that young  boys many of them not even of age of consent were being motivated, enticed, cajoled and provoked into forming riotous  groups to mount assaults on security forces and their installations. They were armed with   stones/ bricks  secured, transported,  carried as head loads/ back loads and strategically stored for  distribution. Such well planned,  organized and synchronized confrontations, inevitably lead to use of force by the security forces resulting in causalities . It has to be understood that  though  the triggers were  pulled by men in uniform  in the performance of their duty the real perpetrators  were  conspirators, the  organizers of the so called "Quit Kashmir movement". and  their collaborators . The security force personnel were authorized and in fact required to  use force to control/ disperses the riotous crowds. The justification of the  quantum of force used, however was a matter of inquiry which routinely fallowed  the use of fire arms against unarmed though violent crowds . If anyone had exceeded authority or used excessive force, the law will take its own course. The above position has been submitted in some detail because the tactical formulation as part of Public Perception Management was confined to a scene in which innocent boys were "merely casting stones only to be shot down by trigger happy occupation army of India". You are no doubt aware of  the grand success of  Public Perception Management by Pakistan  embracing some  blocs of our people in the country.  Locally ,It  is  illustrated by a press interview with a boy of less than ten years who was quoted as saying "We stone them because they kill us". See the extent of distortion.  The facts have been turned on the head  The truth is that in each and every case  the assault was directed to be mounted by  the crowd . The truth  was that the security forces  were compelled to use force because they were attacked . The paper had also carried the photograph of a militant (rendered inactive due to some injury) who daily ran a class motivating children "to throw Indians out of Kashmir.  This is just a sample of the net work promoting Talibanisation in Kashmir.  So please remember  what we are witnessing is not protests by  "angry young men "against unemployment or governance deficit but  exploitation of a vulnerable segment of Gen- next by the old fading fundamentalist leadership playing last gamble casting our innocent  excitable and gullible  young men as pawns in their diabolical secessionist chess. Game. Also kindly bear in mind that vast majority of young boys and girls out there are fretting and fuming as their studies were interrupted,   career prospects  disrupted and academic calendars thrown out  of gear.  A good number of them  look forward to a place under the sun in  the fast growing vibrant global  economy .They were aware of India's  leap towards the goal of  becoming an economic super power. The vast majority of  rural youth   were unresponsive  to the Diktat of Geelani and his ilk . Even the  majority of people  joining protests were driven by anger against the killing of young boys.  They have nothing to do with Ali Shah Geelani   "grand project. Of throwing India out of Kashmir.   The ongoing mischief  in Kashmir  is not a peoples' movement. It is  elitist in character,  inspired  from  across LOC comprising of a committed fundamentalist , violent  noisy minority backed by terrorist outfits  and  supported  by a segments  of media , academia and former Bureaucrats " That was in 2010. What is the position in 2019? As for as Jammu is  concerned nothing has changed. In fact, the BJP-PDP government and the Agenda of Alliance that formed its bed-rock not only was demonstratively anti-Jammu but also trashed every thing that the BJP stood for. However, after the circumstances compelled the party in power In Delhi to walk out of the inherently untenable unholy coalition due to electoral compulsions  favorable noises have been heard. Even these are infected with confusion and contradictions. We will have to wait and see where they actually go from here. In the meantime, Jammu must girdle its lions to fight for its rights nay its very survival.   Now, what are the fundamentals of the Kashmir tangle? And what changes have taken place in their character and composition? The story of Pak Jihad  in Kashmir began with the Tribal invasion of 1947 officered and equipped by Pak army. The invasion was  resisted by the people of  Kashmir and repulsed by the Indian army.   Since then the Jihad in Kashmir underwent   many turns an twists. Most notable amongst these were  the plugging of Jihad in Kashmir to Taliban upsurge in Afghanistan by Gen. Zia-ul-Haq significantly with the connivance of US CIA and lately its embrace  by  elements ideologically driven  by Wahhabi/ Salfi Allah, Rasool and Khalifate.as propounde by  Ahil Hadeesh who have been making waves in Kashmir under the patronage of terrorist Gun and fed by huge funding from Saudees and their cohorts .Ahil-I- Hadees also control mosques  lending  the theocratic face and public platform. BY now ISISI  and Al Queda have formally launched their outfits in Kashmir as well as in the country. Jihadees not only manage 'Madarsas' but also effectively control the entire state Education system. They draw maximum mileage from  Girls Schools and colleges thereby enabling Jihadees to infect families and generations of boys and  girls. On the political front also we have lost out as  even  mainstream political parties practice, what has come to be termed as' soft separatism' On the positive side we have done extremely well on the operational front  Most of the terrorist commanders have been eliminated, The shelf life of  fresh recruits has been significantly reduced .However, the euphoria for  fresh recruitment to Jihadi outfits continues unabated. Terrorists strategically mobilize women and youngsters as an extension of resistance to security forces OPS. This occasionally results in civilian fatal causalities causing local public outrage and adverse international  reaction. To put it bluntly, almost exclusive   concentration  on ops and taking solace from number of terrorists eliminated  amounts to nothing more than  firefighting that smacks of strategic naivity. The  seventy years old mischief emanates from our neighborhood.  Pakistan is the father mother and wet nurse combined of terrorism in Jammu & Kashmir, Her political and military leadership publically declare that Kashmir is  her Jugular vein without which that country can not survive. The current strategy , obviously is not the recipe to vanquish the Jihad emanating from our neighborhood, which country treats it  as the matter of its very survival. Moreover the Jihad in Kashmir has come to be   ideologically driven    parented to global Islamist terror  commanded by the likes of   Abu Bakar -AL -Bagdadi .When will we review and update  our strategy to counter this lethal multi-dimensional terrorist onslaught in Jammu & Kashmir?  |
