Irregularities in MC Anantnag: 4 officers suspended

Anantnag, July 5: The state government on Friday placed four officers of Urban Local Bodies Kashmir under suspension who are allegedly involved in Anantnag building permission scam and in other financial irregularities that surfaced in the Municipal Council Anantnag few months ago.
"On the basis of preliminary enquiry report submitted by the committee constituted vide order No. DULB/Estt/84-11/588 of 2019 issued by the Director Urban Local Bodies Kashmir and pending enquiry into the alleged charges of misappropriation, irregularities in financial transitions, gross negligence and misconduct four officer are placed under suspension with immediate effect," reads the order issued by the Principal Secretary Housing and Urban Development Dheeraj Gupta.
The four officers who were placed under suspension are: Sarfarz Ahmad, in-charge Executive Officer MC Ganderbal; Shabir Ahmad Wani, Chief Executive Officer MC Pahalgam; Syed Naseem Rizvi, Executive Officer MC Bandipora, and Ghulam Mohi-ud-Din Malik, Executive Officer MC Anantnag.
Sarfarz, Shabir and Rizvi were previously posted in Anantnag MC as Executive Officers.
In a separate order, the Housing and Urban Development Department has given other four officers the responsibility of looking after MC Anantnag, MC Pahalgam, MC Ganderbal and MC Bandipora.
As reported earlier, a mega building permission scam surfaced in Anantnag MC in which officials of Urban Local Bodies Kashmir have allowed hundreds of constructions without following the rules and regulations.
The accused officials have even allowed constructions on state land and on river banks in violations norms. On KP Road, officials of Anantnag MC have allowed the construction of a multi-storey shopping complex on state land.
Sources revealed that the officers have allegedly received huge kickbacks for allowing construction of these shopping complexes and other commercial structures along Khanbal-Pahalgam road and in others areas of the town particularly in newly constructed by-pass connecting Jangalat Mandi with Anantnag-Mehnadi Kadal road.
A number of people had approached ACB and Urban Development Department and filed complaints against the officers. One of the complainants in his compliant had alleged that MC officials and employees received Rs 10 lakh from one of the shopping complex owners but never provided him any receipt. According to him, the amount was siphoned off by the Anantnag MC staff and officials.
"Modus operandi like this: first they (officials) allowed violators to raise constructions illegally, then they penalized the violators and legalized these structures," an officer, privy to the scam had told Early Times earlier.
The Anti-corruption Bureau (ACB) and Director Urban Local Bodies Kashmir had initiated process to probe the matter. A three-member committee constituted by Director ULBK visited Anantnag in May and seized the record.
On Thursday, Ghulam Mohi-ud-Din Malik, Executive Officer MC Anantnag was also caught on camera while taking bribe.
