Multi Crore scam surfaces in Kishtwar hydraulic division

KISHTWAR, July 5: In a brazen violation violation of Financial Code Vol 1, read with Chapter No. 5.13 of Book of Financial Power wherein Chief Engineer has been authorized for execution of extreme exigency cum emergent nature works to the tune of Rs. 25 Lakhs, Superintending Engineer upto 10 Lakhs and Executive Engineer upto 5 lakhs.
This was also conveyed to all the officials falling under the jurisdiction of PHE, I&FC Department vide circular No. PW/Hyd/Acctts/Works/39/2014-15 Dated 4-2-2015 issued by the Commissioner Secretary to Government, PHE/I&FC Department Government of Jammu and Kashmir dully endorsed by Chief Engineer PHE Department Jammu vide his No. PHEJ/PS/141-74 Dated 2-4-2015 to all SEs and Executive Engineers of Jammu Division for implementation of the directions in letter & spirit.
As per the documents available with "Early Times" Superintending Engineer Hydraulic Circle Doda in gross violation of the government directions approved execution of various departmental works; while at the same time gave expost facto approval to some works executed by the department through blue eyed persons without floating/subverting tenders.
After scrutinizing the documents available with "Early Times", SE Doda extended approval to three works pertaining to construction of Protection Work on gravity main Lahalla with improvement to Distribution System in Kishtwar town , Laying and Fitting of Pipes for gravity main Lahalla vide his No. SE/HCD/3154 Dated 22-9-2018.
Similarly SE Doda through different endorsement issued vide No. SE/HCD/DB/4257 Dated 25-1-2018, SE/HCD/2013 Dated 10-8-2018, vide No. SE/HCD/2259 Dated 25-8-2018, vide No. SE/HCD/2744 Dated 6-9-2018, vide No. SE/HCD/DB/3670 Dated 26-10-18, vide No. SE/HCD/1310 Dated 18-7-2018, vide No. SE/HCD/1311 Dated 18-7-2018, vide No. SE/HCD/1308 Dated 18-7-2018, vide No. SE/HCD/1309 Dated 18-7-2018, vide No. SE/HCD/2029 Dated 13-8-2018 are few approvals accorded to the Executive Engineer PHE Hydraulic Division Kishtwar in utter violation of the standing instruction of the government which was himself endorsed by Hydraulic Circle Doda vide endorsement No./SEHD/80-82 Dated 4-4-2015 wherein all Six Executive Engineers falling under the jurisdiction of Hydraulic Circle Doda for strict compliance of the government direction and warn his subordinates against any deviation in this regard shall be their personal responsibility, but surprisingly violates his own direction by according approval to departmental works worth crorers to be executed in violation of the rules and regulations.
After scrutinizing of the documents, surprisingly an approval was accorded to restoration of water Khuls under emergent nature in the month of July 2018 at the time when the Kharief (Summer crops) were ready for harvest and the same is in violation of set precedence wherein such activities are to be taken at the beginning of crop season I.e in the month of April every year, particularly around Bisakie festival.
After further scrutinizing the documents, it came to fore that the payments with regard to construction of the protection works has been withdrawn against the works executed more than three decades ago.
The sources told the Early Times, that despite open loot in the name of "Execution of works departmentally", the practice is still in force today under the nose of senior departmental functionaries which need to be curbed and probed by none other than Anti Corruption Bureau so that the guilty officials who were involved in siphoning the money meant for providing water to the inhabitants of Kishtwar District could be brought to justice.
