Ex-XEn RDD Samba withdraws Rs 17 lakh fraudulently

Srinagar, July 6: An Executive Engineer in the Rural Development Department (RDD) in Samba district of Jammu has withdrawn above Rs 17 lakhs fraudulently from the state exchequer.
The documents provided to RTI activist Mohammad Sadiq Poswal reveal that the Assistant Commissioner Development Samba vide letter No. ACDS/2019-20/1201424-25 dated 21-06-2019 intimated that Bashir Ahmad Sheikh, Executive Engineer, REW Udhampur, had withdrawn and paid Rs 874041.00 to his younger brother Javed Iqbal Shah against hiring of vehicle No. JK02 AR-1425 from 10/2015 to 08/2016.
The documents reveal that as per page number 2 to page number 10 of contingent register Bashir Sheikh had withdrawn Rs 2.75 Lakh against Irfan Choudary, driver of his vehicle JK02 AR-1425, from 04-01-2016 to 19-08-2016, and for the same period ACD office Samba has also paid Rs 8.74 lakh to younger brother of Bashir Sheikh on account of hiring of same vehicle.
They also reveal that Bashir Sheikh, then Executive Engineer REW Samba, withdrew Rs 596779.00 against his own private vehicle JK02 AR-1425 by tempering the contingent register and had deposited the same amount in his own account 007604010000XX07.
Thus, the officer has withdrawn an amount of Rs 17.46 lakh from the state exchequer fraudulently.
The Executive Engineer Samba had written to Director General Rural Development Department Jammu that the officer hasn't invited applications from owners of the vehicles.
"Without inviting quotations, without preparing comparative statement, without movement register and without tour dairy executive engineer Bashir Ahmad Sheikh has withdrawn Rs 17.46 lakhs," reads the letter.
Also the officer has procured cement and steel on high rates without inviting tenders and approval from the competent authority.
Accountant General (Audit) Jammu and Kashmir during inspection of ACD office Samba intimated to the Assistant Commissioner Development Samba vide letter No.SS/J-1/2017-18/AM-10 dated 24/02/2018 that the then Ex. Eng. REW, Samba purchased cement/TMT worth 42.84 from SICOP/NCCF without inviting quotations and without the approval of competent authority.
The engineer involved in the fraudulent withdrawal of money from state exchequer is son of former Parliament Member Sheikh Abdul Rehman.
