Early Times Report

Jammu, July 7: Exhibiting unprofessional attitude, the Public Health Engineering Department Jammu has caused loss of crores to the State exchequer in construction of Tube-Well at Bhour Camp Chatha Ward No. 2 which failed to obtain water.
Sources told Early Times that the department did not conduct the survey properly before execution of multi crore project which after completion did not yield water.
"The Tube-Well was constructed nearly three years ago with a cost of Rs 2.25 Cr, which could not yield water. The department left the project without taking corrective measure to make it functional so that crores spent on it be justified," they said further adding that the department has been passing buck on other wing of the department by saying that it is the fault of Mechanical Wing, while the mechanical wing that that Ground Water Wing is at fault resulting nobody is ready to take responsibility.
Replying on the failure of project, the Department said that the pipe of Tube Well which has been laid down is of small diameter of 4 inches instead of 8 inches due to which the tube well in unable to take out water, they said. Astonishingly, when local residents of Bhour Camp approached the concerned Executive Engineer PHE, he said that they need Rs 70 lakhs more to make it functional, which department is unable spend on it. Due to negligence on the part of PHE, hundreds of families have been living without water supply and facing huge hardships in their daily life.
"It is shocking how department can make such a huge blunder that it laid down pipe of 4 inches diameter of instead 8 inches which indicates towards embezzlement of funds spent on the tube well.
