CEs posts kept vacant to pave way for blue-eyed'

Jammu, July 15: Due to 'blue-eyed centric' approaches of Public Works (R&B) department, four posts of Chief Engineers are vacant in the state, while by the end of this month two more prime posts-the Development Commissioner J&K and the Chief Engineer Mughal Road Project-will fall vacant.
Highly placed sources in the Civil Secretariat Advisor to Governor K K Sharma recently rejected attempts of some Kashmir-centric bureaucrats of bypassing some senior engineers to elevate some 'blue-eyed' at the top positions.
"An unsuccessful attempt was recently made by some officers to get cleared names of blue-eyed engineers to fill the vacant positions of Chief Engineers, presently four, including CE ERA, CE Chenab Valley Power Projects, CE SKAUST Jammu and recently created Chief Engineer Ladakh are vacant," sources said, adding "but same was rejected by the Advisor."
"By the end of this month two more posts the Development Commissioner J&K and the Chief Engineer Mughal Road Project are going to fall vacant", sources said and added that instead of filling the vacant positions, efforts are being made to explore other options to pave way for junior most engineers, who in past had jumped their seniors by allegedly greasing palms of bureaucracy.
"The matter to elevate junior most engineers is all set to get nod in proposed meeting of Establishment Committee this week", sources claimed, and added that another option is also being explored by the lobby of blue eyed to fulfil their dreams.
"To set their agenda, these engineers have been knocking door of a heavy weight BJP leader from Jammu", sources and added that the heavy weight BJP leader and the former MLA likely to get it done through his higher-ups.
Sources said that it was very sad no one is voicing for Jammu's cause. "If it happens the deserving ones will once again get sidelined when it comes promotion", they said and added that the trio 'blue-eyed' had tightened their laces to buy their dream post at any cost.
Sources said that by the end of last financial year to fill several vacant posts of CEs government deputed some engineers, but the Chenab Valley Power Projects refused to get joined, as the engineer with three months remaining service was deputed there. "It was very discouraging, when senior most engineer made to wait for months, and three months service left he was deputed there", said a retired engineer.
"It was not fault on the part of Chenab Valley Power Projects, but on Public Works R&B department is responsible for it", he said and added that secretly many engineers getting sabotaged by Kashmir-centric bureaucracy.
