Pulwama like incidents will continue: Experts
No land for filling of Solid Waste
7/18/2019 11:48:22 PM
Early Times Report
srinagar, July 18: As there is dearth of land to create scientific landfill sites for treatment of municipal solid waste, Pulwama like incidents may happen elsewhere if authorities don't start implementing solid waste management rules 2016 (SWM Rules).
The dumping of solid waste is not the challenge in Pulwama only but this is serious issue that is challenging task across state as authorities are unable to find a suitable space for garbage dumping. Pertinently a youth got injured in pellet gun fire when people were protesting against dumping of municipal waste at Pohnad Wahibug area which is around 6 kms from the main town.
"If Srinagar Municipal Corporation (SMC) tries to create new landfil site in Budgam or Ganderbal there will be massive protests as people in these areas won't allow setting up of new landfil site, the reason is we don't have huge waste land availability like other states " said Syed Nasaullah Chairman legal cell of Environmental Policu Group (EPG)
Even after intervention of National Green Tribunal (NGT) the illegal dumping of Municipal Solid Waste (MSW) continues in wetlands and water-bodies across state especially near Hokersar wetland in Srinagar outskirts and Ferozpur nallah Magam. The authorities at the helm of affairs continue to dump municipal waste in this massive wetland and municipal authorities like SMC and Magam Municipal Committee and district administration Budgam seem to be mute spectators.
The municipal waste collected from fruit mandi , Parimpora and HMT areas is being transported to Haji Bagh area where tons of garbage is thrown in the Hokersar wetland. Sources say that officials of Srinagar Municipal Corporation (SMC) , Horticulture P&M are both paving a way for this as they don't stop this illegal garbage dumping in the wetland. It is important to mention that affairs of Parimpora fruit mandi is being taken care by Horticulture P&M Department and till date they have not even set up a scientific wastemanagement plant inside the mandi inspite of the fact that Govt of India provides a grant of Rs 2 crores for setting up such plant. From last 3 years the department has been claiming that they would set up a mega composting machine in the mandis of Srinagar and Jammu, but till date nothing has been done.
"Not able to find suitable land for landfill site , the Municipal Committees of Magam and Kulgam are using rivers to dump the trash and filth collected from these towns on the banks of Ferozpura and Vishaw rivers respectively. This is because they are not able to get the land for land-filling , same is the case with Chadoora town where there is no landfil site and if some land is identified , there will be protests. This is a challenging task for Government and only solution is decentralizing the waste management process at mohalla and colony level and enforcing in-house composting of organic waste" said Dr Raja Muzaffar RTI activist and columnist.
