Farooq Khan - New Advisor to the Governor Malik

It was altogether a
surprise for the Jam
muites when they got the news in the print and electronic media that Farooq Ahmed Khan - the son of the soil has been appointed as the fifth Advisor to the Governor Satya Pal Malik for the governance of the sensitive state of Jammu and Kashmir. In the poor masses of the state, Farooq Ahmed Khan enjoys a very good reputation as during his career as an outstanding Police officer of the country had contributed a lot in controlling the militancy in the valley when it was at the peak after 1989. By appointing him as the fifth Advisor to the Governor Satya Pal Malik for the governance of the sensitive state of Jammu and Kashmir, the Modi government did the best to its wisdom and positive approach. His antecedents are very clear that he belongs to the family of Col Peer Mohammed who remained as the J&K state first President of the Jan Sangh which was founded by the great leader of the country Dr. Shyama Prasad Mukherjee. Farooq Ahmed Khan is our batch mate as we along with him had appeared in the Combined Competitive Examination conducted by the J&K State Public Service Commission in 1983 and the result of which was declared in 1984. Based upon which, he was appointed as the direct DSP in the KPS in 1984 along with the others which include Muneer Khan (who recently got an extension in service for another one year) Dr.Kamal Saini, Jhony William, J.P.Singh, Suleman Salaria etc. They were allotted the KPS cadre and the others who are the prominent figures who were allotted the KAS cadre include Baseer Ahmed Khan, Shafakat Noor, Shiekh Innayat Ullah, Dr. D.K. Kapoor, Parvez Ahmed Malik, and many others. We were the left out candidates who were appointed as the direct KAS officers in compliance to the directions of the Supreme Court of India by the State Government in 1992 as we were of the batch 1984 and subsequently were conferred with the seniority from 1984. After our appointments in the KAS and KPS cadres, we fell in line after them. Ashiq Bukhari, Rafiq ul Hassan, G.M.Dar, Deepak Salathia, Ravinder Singh Pawar, Amzad Mirza, Raghubir Singh etc. were amongst us who were allotted the KPS cadre besides the prominent who were allotted the KAS cadre were Jugal Kishore Sharma, M.L. Padha, Ravinder Kapahi, Soujanya Sharma, Vikram Salathia, Ram Pal Choudhary, R.C Sharma, Narinder Kour, Sunita Anand, Bashir Ahmed Khan, G. R Mir, Mohammed Akbar Ganai, Peerzadaz Ullah Shah, Gurdarshan Singh, Harcharan Singh, A,A Shah, Badar-ud-Din, Javed Iqbal Balwan, B.S. Jamwal, Rajinder Singh Jamwal, K.K Kohli, K.L Koul, Bhushan Lal Bhat, R. S Sethi and others. We all are really indebted to Late Th. Devi Dass Ex Deputy Chief Minister of the state, Muzzafar Hussain Beig Ex Deputy Chief Minister of the state, Tirath Singh Thakur Ex Chief Justice of India, Prof. Bhim Singh Z. A Shah who fought our case in the Honourable High Court and the Apex Court in the capacity of Senior Advocates and ultimately won the case in our favour resulting which we made the entry into KAS and KPS. During the tenure as the SSP Jammu, Farooq Ahmed Khan napped the antisocial and other criminals and set them right with the firm hands and dealt with them under the law of the land severely. The people of the Jammu region still remember him as the strong Police officer with the highest caliber and wisdom. After his retirement, Farooq Ahmed Khan joined BJP in the presence of the PM Narender Modi in 2014 and started his political carreer. Shortly after his joining BJP, PM Modi reposed confidence in him and he was offered the post of Administrator of Lakshadeep Island.
He was given this assignment for five years. Before completing the same he tendered his resignation from the said post. Again it is the great luck for this son of the soil as the Central Government led by the PM Narender Modi again reposed the confidence in him and he has been appointed as the fifth Advisor to the Governor Satya Pal Malik to govern the state of Jammu and Kashmir effectively. Farooq Ahmed Khan accepted the offer and assumed the charge and subsequently, he has been entrusted with the manning of the Departments of School Education, Tribal Affairs, Social Welfare, Panchayat Raj Institutions, Agriculture inclusive of Horticulture, All these are considered to be the major departments where he can prove his worth. Since there is a mess in these departments, already the signals have gone to the delinquents to mend their ways of functioning's otherwise they will have to face the music of Farooq Ahmed Khan as he is a tough Administrator. Farooq Ahmed Khan is the recipient of the various state Police Medals as also President Medal for the bravery and the distinguished Police services.I have met him three or four times only along with my other batch mates.
Many a social and the employees welfare bodies have welcomed his appointment as the fifth Advisor to the Governor Satya Pal Malik for the governance of the sensitive state of Jammu and Kashmir. They have expressed their opinions that their long pending demands would be addressed to in the right earnest as Farooq Ahmed Khan has the distinguished administrative career at his back. All my other batch mates are really proud of him to see him on this prestigious post. I have come to know from the media news that the Advisor Farooq Ahmed Khan has written to the DGP of the state that he won't be using the Bullet Proof Car in the cities of Kashmir and Jammu and other areas in connection with the working of the departments entrusted to him by the Governor of the state. This clearly shows his courageous mind despite of the fact he knows fully that some sporadic incidence of encounters do occur in the valley between the security forces and the terrorists in which the killings from both the sides do take place. It is pertinent to mention here that it was he only under whom that the anti militancy Task Force popularly known as the Special Operation Group(SOG) was created by the State Government under his command and control.
Farooq Ahmed Khan in the capacity of SSP became as the first head of the same and fought well against the militancy in mid 1990s successfully. It goes to his credit when another successful operation against the terrorists in clearing the Hazratbal Shrine in 1996 from the terrorists who captured the holy shrine thereby creating a great terror in the minds of the people of the Kashmir valley. In this operation 19 killings were made.Not to talk of the Kashmir valley only, it was under his command, the Raghunath temple in Jammu city was cleared from the militants in 2003. Reacting immediately after the announcement made by the Central Government about his appointment as the fifth Advisor to the Governor Satya Pal Malik, Farooq Ahmed Khan thanked the Prime Minister of India Narender Modi and Amit Shah Union Home Minister for reposing the confidence in him and stated that he will fulfill the task assigned to him as he would contribute with his wisdom and caliber whatever possible for the welfare of the people of the state and is development of course in the days to come. At the same time, it is worth mentioning over here that the Assembly elections are very much due in the state and it is in this light that he will be having a period of less than a year or so to serve the people of the state as the Advisor to the Governor.
But yet, we pray to the almighty that he will be playing his role as an effective Administrator in order to deliver the goods to the people of the state in the right earnest. Certainly the God 'II provide him the strength and the courage.
