JE manages re-posting in ACB, 8 months after getting relieved

Jammu, July 22: A Junior Engineer (JE) from Public Works (R&B) department got re-posting in Anti Corruption Bureau (ACB), eight months from being relieved from the same place after serving more than 9 months.
According to documents available with Early Times, the JE Sham Lal relieved from ACB in November 2018 and again posted in same organization just eight months. "On 16/06/2017 vide order number 207-PW(R&B) the JE was transferred from ACB (then SVO), and posted his services was placed at the disposal of Y&SS for further posting in J&K Sports Council", sources said, adding that but he refused to join new assignment.
However, sources said that ACB forcefully relieved in November 2018 almost 17 months of government's order of his transfer. "Consequent upon his transfer from ACB Jammu to Y&SS in terms of Govt order number 207 PW(R&B) of 2017, Sham Lal JE is hereby relieved from ACB Jammu with effect from 15/11/2018 with the directions to report at his new place of posting will in time", order no VO-Estt-11/2005/11/17570-79 read.
Ironically, the parent department PWD, R&B transferred him in ACB within eight months. "JE Sham Lal was again transferred in ACB on 09/07/2019 vide order number 324Pw-(R&B) of 2019", they said, adding that it also against the rules of ACB. "On same ground the ACB refused to join an Assistant Engineer who had already served the organization, but the JE was allowed", they said.
It is not the isolated case, in R&B many engineers who went on deputation are sitting in same departments for years together.
There are several instances where JEs went on deputations in Rural Development Department (RDD) and have become AEs, AEE and Executive Engineers as well, insiders told Early Times.
"Devi Dyal, Executive Engineer, from PWD, R&B, is holding post of XEn Rural Engineer Wing, RDD Rmban, prior to this he has been XEn REW Kishtwar four years", sources said and added that another engineer from PWD, R&B, is enjoying deputation in RDD that too in the Valley for last five years. "Executive Engineer, Noor Ali parent organization in PWD, R&B, is holding the posting XEn REW, Rajouri, prior to this he was XEn REW Anantnag since 2013", they added. They further said that Prem Kumar XEn REW for last six years. They said that these cases are tip of the iceberg; there are more engineers who are hiding in the RDD for decades by bribing higher ups and politicians.
Non-seriousness of top bosses of the PWD R&B could be gauged from the fact that the High Court had to intervene to wake up the bureaucracy from deep slumber. "On August 18, 2018, the High Court asked the Chief Secretary, J&K to streamline the process of transfers and posting of engineers in various government departments", sources added.
Commissioner Secretary, PWD, R&B, Khurshid Shah could contacted for this comment, despite calls on his cell phone.
