Health Department releases 'meager' funds for construction of Rehmat-e-Alam hospital | | | Saahil Suhail Early Times Report
Anantnag, July 23: Top officials of the health department are delaying the shifting of Maternity and Child Care Hospital Anantnag to new proposed building, sources said. They said that the department has released a meager amount for the completion of Rehmat-e-Alam complex. "Against the estimated cost of RS 12.10 cr, the health department has released only Rs 3.21 Cr despite the fact that JKPCC-executing agency- has completed the construction of two floors and truss." "We can't complete the construction work this year because the health department is not releasing the funds," a JKPCC official told Early Times. The officer said that initially Rehmat-e-Alam trust constructed ground and first floor of the hospital and later after the building was taken over by the government, the project was given to Jammu and Kashmir Housing Board which constructed half of the second floor. "Remaining works including construction of second and 3rd floor were done by JKPCC," he said, adding the construction of hospital will be completed within ten months subject to the condition health department t releases funds timely. JKPCC officials said that the work on the Rehmat-e-Alam hospital was stopped after Advisor to Governor K Vijay Kumar directed health department to seek safety audit for the already constructed portion of the building from DIQC department. "The health department will not release funds till they will get the safety audit report from the concerned department," the officials told ET. Financial Commissioner Health and Medical Education Department Atal Dulloo told Early Times that they released all the money to executing agency and claimed that the actual estimated cost of the project is 8.4 Cr not 12.10 Cr. "Estimated cost is around Rs 8 Crore and we have released all the balance money to them," Atal Dulloo said. However, JKPCC continues to claim that the actual estimated cost of the project is 12.10 Cr. Officials said that the cost of DPR submitted by Housing Board was actually Rs 8.4 Cr but that was declared 'tentative' by the third party that was mandated to analyze the DPRs submitted by JKPCC and Housing Board and the same third party was declared DPR of JKPCC 'realistic' Important to mention here, the staff of maternity and child care Hospital Anantnag yesterday submitted memorandum to Principal Medical College Anantnag. The employees are seeking security cover and immediate shifting of hospital as space shortage is hitting the patient care in the hospital. |
