Fresh census in UT of J&K must before delimitation

JAMMU, Aug 14: The Election Commission of India (ECI) on Tuesday held an "internal meeting" on the issue of delimitation to be carried out in the UT of Jammu and Kashmir after Parliament passed the Jammu and Kashmir Reorganization Bill on August 5 and 6.
According to reports, "the commission was familiarizing itself with the provisions of the Bill as per which the state will now be transformed into two Union Territories-Jammu and Kashmir and Ladakh that will come into effect on October 31".
As per Section 60 of the Act, "The number of seats in the Legislative Assembly of Union territory of Jammu and Kashmir shall be increased from 107 to 114".
"It was a meeting to inform the commission members about the provisions of the Act and the process that was followed for carrying out delimitation when new states such as Andhra Pradesh and Telangana were carved out," the official said.
However, the ECI did not say when it will begin the process of delimitation of assembly constituencies.
There were suggestions that assembly elections in the UT of J&K could be held between October and November. But it seems unlikely that the polls will be conducted before next year as the delimitation exercise will take a few months. It could take even two years.
One thing is absolutely clear: Delimitation of the assembly segments in the UT of J&K is in the offing. Will delimitation of assembly constituencies on the basis of the 2011 census a fair exercise as far as Jammu region is concerned? The answer is a big NO. A fresh impartial and unbiased Census in the UT of J&K is an imperative necessity to make the epoch-making decisions of Prime Minister Narendra Modi and Union Home Minister Amit Shah of repealing Article 370 and 35-A and reorganizing the state of Jammu and Kashmir into two Union Territories of Ladakh and Jammu and Kashmir a grand success.
Conducting impartial Census in the Jammu and Kashmir is now an imperative necessity. Census Operations conducted in Jammu and Kashmir in 2001 and 2011 were conducted under the shadow of Jihadi gun and a thoroughly subverted administrative apparatus. The empowerment of the disenfranchised citizens of the state under the dispensation of the State created by Article 370 and 35-A has also made the declaration of the new Census in the State as a critical necessity.
It is hoped that the Narendra Modi Government will order order the concerned authorities to hold a special census in the UT of J&K so that the people of Jammu get a fair share in the assembly.
