10 ministries join hands to draw Centre's action plan for J&K after abrogation of Article 370

NEW DELHI, Sept 5: A month after announcing the revocation of Article 370 and 35-A in Jammu and Kashmir, the Centre has prepared a roadmap for the development of Jammu and Kashmir and Ladakh union territories. The scheme ranges from employment opportunities to reduced power tariffs to educational institutions.
Around 10 Union ministries have joined hands to speed up development work in Jammu and Kashmir and Ladakh, which will come into existence as union territories on October 31.
Understanding that unemployment is one of the core issues in the country, the Ministry of Home Affairs (MHA) is likely to announce one new battalion in Central Reserve Police Force (CRPF) and Border Security Force (BSF) soon.
While the CRPF, too, had offered a dedicated battalion from South Kashmir called Kashmir Battalion similar on lines with the Bastariya Battalion which employs local youth.
The one which is likely to be announced by the MHA is much more ambitious.
An official said, "There is a huge rush for the government and paramilitary jobs. Even at the peak of militancy, when SPOs were getting killed, we had received 3,000 applications for vacant posts at SPO level. The recent recruitment drive by the Army also saw a number of applicants' participate."
The MHA also plans extensive benefits which are to be extended to police personnel to the newly created UT's, extended benefit to the government employees of J&K and the 7th Pay Commission allowance to employees of newly created UT's.
A top source said that "the Centre hopes to calm nerves of nearly five lakh government employees by simply putting in more money and ensuring they get all the extended facilities".
A top officer said , "Once there is regular pay and money going into individual accounts, J&K people will realise the benefits of the schemes." The district level police personnel were also briefed about the benefits of being under the Centre.
Furthermore, three to five PSU's would open their units in UT of J&K and UT of Ladakh which would also provide employment.
The Ministry of Power would aim to reduce power cuts and reduction in power tariff. One of the major civilian complaints especially during the winter season is on frequent power cuts.
To increase employment in Jammu and Kashmir, the health ministry would identify reputed health institutions and persuade them to open their establishment in the new union territories.
The Human Resource Development Ministry, which is supervised by Ramesh Pokhriyal, will open new schools and colleges to promote technical education in the regions.
The finance ministry may announce tax holiday for seven years in industries including GST with a gestation period of three years. The aim of the tourism ministry is to conceptualise to harness the potential of tourism in Ladakh and J&K.
The new and renewable energy ministry will install solar energy plants in Ladakh.
To give export orientation in products, the ministry of food processing is planning to attract private investments in the industry. A study also may be conducted to examine the prices of construction materials and also white goods in the existing state of J&K vis a vis neighbouring states like Punjab, Haryana and Himachal Prade.
Union home secretary A K Bhalla had conducted a high-level meeting in the Ministry of Home Affairs on August 27 with Secretaries of different Union Ministries to chalk out a plan for "Mission Kashmir". In this meeting, Bhalla told the Ministries to prepare a new roadmap for the development of Jammu and Kashmir and Ladakh.
