Corruption and nepotism exposes again in J&K

Jammu, Sept 5: Exposing the rampant nepotism and corruption in circles of state administration during elected governments, a highly politically connected blue-eyed was appointed through backdoor channels on a post equivalent to a Head Assistant and after managing undue promotions he became Special Secretary (an IAS level post) without qualifying Indian Administrative Services (IAS) exams or through induction into IAS quota
According to the documents in possession of Early Times the blue-eyed also went on to misled the High Court of Jammu and Kashmir and got directions for his promotion as Additional Secretary in February 2018 but he was already promoted as Additional Secretary in March 2017.
The documents revealed that the accused official, who was relative of a former Peoples Democratic Party (PDP) Minister and also brother in law of another PDP's defeated legislator, was appointed as Reporter on 16/2/2001 but there was no advertisement of posts or selection process.
After only five months, on 3/7/2001, he was directed to perform duties as Private Secretary to Chairman. After only seven months of his joining the department, the blue-eyed get first promotion as Senior Stenographer in pay scale of Rs. 6500-10500 and on 29/11/2001, he was ordered to continue as Private Secretary to Chairman.
The official got third promotion on 16/1/2004 and was promoted as Private Secretary to Chairman in pay scale of Rs. 7500-12000. Moreover after only six months, he got another promotion with up-gradation of post of private secretary from pay scale of Rs. 7500-12000 to Rs. 10,000-15200.
The showering of undue promotions and benefits didn't stop here and on 20/2/2008, the post of private secretary to Chairman was designated as Special Assistant. In the year 20011, the issue was taken up with various law enforcement agencies by some aggrieved employees/officials and Crime Branch Headquarters enquired the case and submitted the report, following which General Administration Department (GAD) sent a reply to the IGP Crime.
In the report submitted by Deputy Secretary to Govt GAD, it has been maintained that investigation of the case has been closed as challan against six accused persons including the then Chairman, the then Secretary, the then Additional Secretary, the then Under secretary of Council and the beneficiary has been filed and CD file was presently under examination.
Though if the case was properly pursued by the government, the beneficiary as well as the officials, who were involved in the appointment as well as showered undue promotions to the accused, would be in jail but such things didn't happen.
The accused knocked the door of High Court for his promotion as Additional Secretary in February 2018 and again contempt notice was also issued to the Secretary for not promoting him but it was beyond comprehension as why he misled the High Court when he was already promoted as Additional Secretary in the pay scale of Rs. 15600-39100 +7600 Grade Pay on 27/3/2017 and it was 11 months before the HC order.
Things didn't stop here and during even Governor rule, the tainted official got another promotion as Special Secretary on 28/09/2018, which is a IAS grade post but the tainted official has not qualified any administrative service exams but due to his strong political links in the administration as well as during elected governments, he managed everything.
