Employees to face music for dereliction of duties, protests

SRINAGAR, Sep 7: With government considering to dismiss employees for being part of protests, the authorities have also decided to act against officials who have shown dereliction of duties for last over a month.
The government has decided to act against those officials who have shown "negligence of duties" during the unrest when most of the employees did not attend their duties due to the prevailing situation.
While employees stayed away from their duties during the curfew and shutdowns, there are reports that some people have taken an advantage of the unrest and had encroached upon the government land during the last one month.
Government has taken a serious note over encroachment of land and said the concerned officials will be held responsible for not acting against encroachers.
"It has been reported that due to present unrest, unscrupulous elements have reportedly encroached upon Kacharai land. In case any such encroachment is reported, the concerned officials will be personally responsible for such act and stern action as per law shall be taken against such officials," a senior official said.
The official said that district development commissioners have been directed to ensure removal of the encroachments if any made under the garb of present situation and also make ensure no encroachment takes place in the future.
An official of the revenue department said the government was holding employees responsible for "dereliction of duties". "But many could not attend duties due to prevailing situation," the official added.
Similarly, the government has decided to terminate those employees who are part of protests. These employees the official said could be terminated as per a rule which says, "the acts of these employees are not only aimed at questioning sovereignty and integrity of India but also violate Rule 14 and 20 of the J&K Government Employees Conduct Rules 1971".
The government is now considering to install close circuit television cameras in offices having large public interface to keep proper surveillance on officials.
Government has been pressurizing employees to attend their duties and has directed them several times to attend their duties forthwith or their salaries won't be released. Despite that majority of employees have stayed away from their duties in view of the prevailing situation.
