Jammu, Sept 8: The proposal of purchasing over 34,000 cell phones for Anganwadi workers costing over Rs. 30 Crores from one particular company, has come under scanner as the Congress party has demanded an enquiry into the matter, alleging something fishy in the entire episode.
Addressing media persons, District President of J&K Youth Congress Rahul Tandon claimed that the Directorate of Integrated Child Development Scheme (ICDS) has planned to purchase 34,248 smart-phones for Anganwadi workers at a higher price from one particular company under National Nutrition Mission (NNM) of Union government, sidelining the norms.
"A tender for purchase of 34,248 smart-phones was published by ICDS on GeM portal and all the competitors were eliminated and only three companies, which had quoted a particular Brand of smartphones was declared qualified as per the documents available", Rahul Tandon alleged, adding that an enquiry must be initiated as all seemed to be fishy and it appeared that it was deliberately done so that their preferred brand would get the tender at the highest available price, which was signalling towards the fact taht planned effort was made to cause loss to the state exchequer.
Tandon further claimed that a total of 12 bids were received from 8 brands but only three bids of only one single company was shown as qualified, which appeared that some insider of the department was playing at the hands of the company, which has qualified the process.
"The other bidders were eliminated by giving certain reasoning which further raises eyebrows as why other international brands were ignored. The Directorate has planned to purchase mobile at a price of approximately Rs. 8900 Crores, which accounts for over Rs. 30 Crores at a time, when the other companies had given a lower bid", Tandon alleged.
Smelling something fishy, he appealed the Governor to constitute an enquiry committee so that truth would come in public domain and the state exchequer would be saved.
