Jammu, Sept 17: The Jammu and Kashmir administration seems to have finally been rectifying the wrongs committed by the previous governments of the state by strengthening the anti- graft bodies and dissolving those that used to prove parasites for the state exchequer.
As per the reports coming to fore, the Jammu and Kashmir admijnstratin has been tasked to dissolve the state accountability commission soon after the union territory of Jammu and Kashmir would come into existence on October 31, 2019.
As the state accountability commission remained non- functional after the 2014 polls in the state, it was given a wide publicity by the Omar Abdullah led coalition as it wanted to show its transparent and incorruptible image to the world. Ironically the SAC none during the entire tenure of Omar Abdullah there was plethora of state exchequer's money spent on the functioning of this anti- graft body.
Early Times has learnt more than six crore, thirty lakhs rupees was the expenditure borne by the Jammu and Kashmir State Accountability Commission (JKSAC).During the year 2010-11, more than 85 lakh rupees were spent on the anti graft body by the state dispensation. One crore and seventy three lakhs were spent by the JKSAC a year later in 2011-12. More than two crores were spent in 2012-13. During 2013-14, the state dispensation revealed that the expenditure borne overt the functioning of SAC. Interesting to mention that that Governor NN Vohra raised pitch in the year 2011 to strengthen the SAC but the state Government remained unmoved even over appointing the second member. SAC could not take the suo-moto cognizance of any issue due to failure of the state government to empower it. The High Court here had held that the anti- corruption watchdog cannot exercise suo- moto powers in absence of inherent powers.
The documents in possession of Early Times reveal that Jammu and Kashmir State Information Commission (SIC) has spent more than seven crore and thirty one lakh rupees during past three years. In 2010-11, the expenditure was 118.92 lakhs. In 2011-12, it was more than two crore rupees. In 2012-13, the expenditure borne by the commission was 228.09 lakhs and during the year 2013-14, the commission spent 181.54 lakhs. The total amount spent by the commission was 731.32 lakhs in past three years. The SIC which Omar's regime claims to have constituted, the Commission faced dearth of staff. Though SIC raised the issue of shortage of staff with General Administration Department, over the past two years, no action was taken by the government.
The Jammu and Kashmir State Electricity Regulatory Commission (JKSERC) has shown the expenditure of more than four crore and fifty eight lakhs during the past three years. Rupees 83.96 lakhs was the expenditure borne by the commission in 2010-11. In 2011-12, the amount grew upto more tha one crore and 33 lakhs . in 2012-13, rupees one crore and eleven lakh was the amount spent by the commission .More than two crores and 29 lakhs were spent in 2013-14.
The details maintained further that 79.06 lakhs were spent by the Jammu and Kashmir State Vigilance Commission (JKSVC). Pertinently, by the creation of the State Vigilance Commission (SVC), the previous government claimed to have brought public servants in its domain. But at the same time it had restrained the SAC to look into complaints against the public servants. While 2011 was spent by the government for making necessary amendments in the SVC Act, the Commission couldn't be constituted in 2012 owing to queries from Raj Bhavan over the name recommended by the panel headed by Chief Minister Omar Abdullah for the post of Chief Vigilance Commissioner.
The impact of non- constitution of the SVC is evident on the ground as more than 290 cases of alleged corruption against the public servants are gathering dust in the SAC.
The State Human Rights Commission again remained virtually toothless as against 216 SHRC recommendations submitted to the Committee since 2008, only 86 have been accepted by the government.
