J&K Govt orders transfers and postings of IAS, KAS officers

In a major reshuffle in J&K administration, governor’s administration today transferred 52 officers including three IAS officers and 49 KAS in two different orders. Moreover, the Deputy Commissioner Jammu Sushma Chouhan with additional charge has been made Chief Executive Officer (CEO) Special Purpose Vehicle for Jammu City for implementation of the Smart City.
1. Mr. Niraj Kumar, IAS(JK:2010), Additional Secretary to the Government, Technical Education Department, is transferred and posted as Additional Secretary to the Government, Social Welfare Department.
2. Mr. Altaf Ahmad Khan, KAS, Additional Deputy Commissioner, Anantnag, is transferred and posted as Additional Deputy Commissioner, Pulwama, against an available vacancy.
3. Mr. Haris Ahmad Handoo, KAS, Additional Secretary to the Government, Finance Department, is transferred and posted as Additional Secretary to the Government, General Administration Department
4. Mr. Manzoor Hussain, KAS, Programme Officer, ICDS Project, Poonch, is transferred and posted as General Manager, DIC, Rajouri, relieving Mr. Vinod Kumar Behnal, KAS, Additional Deputy Commissioner, Sunderbani of the additional charge of the post.

5. Ms. Zahida Bano, KAS, Chief Executive Officer, Tourism Development Authority, Leh, is transferred and posted as Additional Deputy Commissioner, Leh, against an available vacancy. She shall also hold the additional charge of the post of Chief
Executive Officer, Tourism Development Authority, Leh, till further orders.
6. Mr. Sandesh Kumar Sharma, KAS, Joint Director Industries and Commerce (Development), Jammu, is transferred and posted as Additional Deputy Commissioner, Billawar.
7. Mr. Surender Mohan, KAS, Additional Secretary to the Government, Department of Floriculture, Parks and Gardens, is transferred and posted as Additional Deputy Commissioner, Kotranka.

8. Mr. Joginder Singh Rai, KAS, Additional Deputy Commissioner, Billawar, is transferred and posted as Joint Director (Administration) in the Directorate of Rural Development, Jammu, against an available vacancy.
9. Mr. Parveez Ahmad Raina, KAS, Additional Secretary to the Government, General
Administration Department, is transferred and posted as Joint Director, Information, Kashmir, relieving Mr. Abid Hussain, KAS, Joint Director, Education (Central), Kashmir of the additional charge of the post.
10. Ms. Rifat Aftab Qureshi, KAS, under orders of transfer as Joint Director, Food, Civil Supplies and Consumer Affairs, Kashmir, is posted as Joint Director (Administration) in the Directorate of Rural Development, Kashmir, against an available vacancy.
11. Ms. Prerna Raina, KAS, Additional Secretary in the Resident Commission, J&K Government, New Delhi, is transferred and posted as Additional Secretary to
the Government, Department of Floriculture, Parks and Gardens.
12. Ms. Rimpy Ohri, KAS, Programme Officer, ICDS Project, Udhampur, is transferred and posted as Additional Secretary in the Resident Commission, J&K Government, New Delhi. She shall also hold the additional charge of the Nodal Officer, Migrant Cell, New Delhi, till further orders.
Mr. Ashok Kumar, KAS, Additional District Development Commissioner, Udhampur, shall hold the additional charge of the post of Programme Officer, ICDS Project, Udhampur, till further orders.

13. Mr. Ved Parkash, KAS, Additional Deputy Commissioner, Kotranka, is transferred and posted as Joint Director, Industries and Commerce (Development), Jammu.
14. Dr. Rajinder Khajuria, KAS, Chief Executive Officer, Tourism Development Authority, Bhaderwah, is transferred and posted as Additional Deputy Commissioner, Bhaderwah, vice Dr. Ravi Kumar Bharti. He shall also hold the additional charge of the post of Chief Executive Officer, Tourism Development Authority, Bhaderwah, till further
orders.
15. Dr. Ravi Kumar Bharti, KAS, Additional Deputy Commissioner, Bhaderwah, is transferred and posted as Additional Secretary to the Government, Tribal Affairs Department.
16. Mr. Rakesh Gupta, KAS, Secretary, Jammu Development Authority, is transferred and posted as Deputy Secretary to the Government, Higher Education Department.
17. Mr. Akhtar Hussain Qazi, KAS, Project Officer, Wage Employment (Assistant Commissioner Development), Rajouri, is transferred and posted as Project Officer, Wage Employment (Assistant Commissioner Development), Doda. Mr. Kuldip Kumar Sepolia, KAS, Deputy Secretary to the Government, Power Development Department, is transferred and posted as Deputy Secretary to the Government, Hospitality and Protocol Department.
19. Mr. Mohammad Ashraf Dhobi, KAS, Deputy Secretary to the Government, Technical Education Department, is transferred and posted as Deputy Secretary to the Government, Housing and Urban Development Department.
20. Mr. Ashok Kumar Dogra, KAS, Deputy Secretary to the Government, Hospitality and Protocol Department, is transferred and posted as Deputy Secretary to the Government, Home Department.

21. Mr. Anil Salgotra, KAS, Deputy Chief Electoral Officer, Jammu, is transferred and posted as Deputy Secretary to the Government, Home
Department.
22. Mr. Devinder Singh Bhau, KAS, Project Officer, Wage Employment (Assistant Commissioner Development), Doda, is transferred and posted as Chief Executive Officer, Jammu Urban Development Agency.
23. Mr. Sushil Kumar Khajuria, KAS, Chief Executive Officer, Jammu Urban Development Agency, is transferred and posted as Project Officer, Wage Employment (Assistant Commissioner Development), Rajouri.
24. Ms. Shazia Koser, KAS, Project Manager, IWMP, Rajouri, is transferred and posted as Project Manager, IWMP, Poonch, relieving Mr. Abdul Qayoom Mir, KAS, Assistant Commissioner Development, Poonch of the additional charge of
the post.

25. Mr. Sanjay Kumar Bhat, KAS, Deputy Secretary to the Government, Higher Education Department, is transferred and posted as Personnel Officer in the Directorate of School Education, Jammu. 26. Mr. Rajeev Kumar Khajuria, KAS, Personnel Officer
in the Directorate of School Education, Jammu, is transferred and posted as Assistant Commissioner, Survey and Land Records, J&K.
27. Ms. Reetika Arora, Deputy Secretary to the Government, Department of Disaster Management, Relief, Rehabilitation and Reconstruction, is transferred and posted as Secretary, Jammu Development Authority.
28. Mr. Prince Noor ul Hamid, Assistant Commissioner, Survey and Land Records, J&K, is transferred and posted as Assistant Commissioner (Central) in the
office of Divisional Commissioner, Kashmir.

29. Mr. Bipul Pathak, IAS(JK:1992), awaiting orders of adjustment in the General Administration Department, is posted as Principal Secretary to the Government, Social Welfare Department, relieving Mr. Rohit Kansal, IAS, Principal Secretary to the Government, Planning, Development and Monitoring Department of the
additional charge of the post. He shall also hold the additional charge of the
posts of Administrative Secretary, Information Technology and Science & Technology
Departments and Chief Executive Officer, JaKeGA relieving Mr. Rigzian Sampheal, IAS,
Commissioner/ Secretary to the Government, Ladakh Affairs Department of the additional

34. Mr. Bashir Ahmad Dar, KAS, Chief Executive Officer, Board of Directors for Specified Wakafs and Specified Wakaf Properties, is transferred and posted as Chairman, J&K Services Selection Board.
35. Mr. M.M. Rehman Ghasi, KAS, Registrar, Cooperatives, J&K, is transferred and posted as
Special Secretary to the Government, Industries and Commerce Department.
36. Mr. Bilal Ahmad Bhat, KAS, Managing Director, J&K SRTC, is transferred and posted as Additional Commissioner in the office of Divisional Commissioner, Kashmir, against an available vacancy.
Mr. Owais Ahmed, IAS, Chief Executive Officer, JAKEDA, shall hold the charge of the post of
Managing Director, J&K SRTC, in addition to his own duties, till further orders.
37. Mr. M.S. Choudhary, KAS, Special Secretary to the Government, Tribal Affairs Department, is transferred and posted as CEOJManaging Director, State Procurement Supplies Agency, Rural Development Department, J&K.
38. Mr. Rahul Sharma, KAS, Chairman, J&K Services Selection Board, is transferred and posted as Special Secretary to the Government, Transport Department.

Mr. Mufti M Fareed-ud-din, KAS, CEOIManaging Director, State Procurement Supplies Agency, Rural Development Department, J&K, is transferred and his services are placed at the disposal of the Chairman, Board of Directors for Specified Wakafs and Specified Wakaf Properties for his appointment as Chief Executive Officer of
the Board on deputation basis.

40 Ms. Rift Arif, KAS, Special Secretary to the
Government, Social Welfare Department, is transferred and posted as Director, Command
Area Development, Kashmir.

41. Mr. Mohammad Harun, KAS, Director, Command Area Development, Kashmir, is transferred and posted as Special Secretary to the Government,
Housing and Urban Development Department.

42. Mr. Ghulam Mohammad Dar, KAS, Commissioner, Survey and Land Records, J&K, is transferred and posted as Vice-Chairman, Lakes and Waterways Development Authority, relieving Mr. Sajad Hussain Ganai, KAS, Vice-Chairman, Srinagar Development Authority of the additional charge of
the post. He shall also hold the additional charge of the post of Director, Horticulture, Planning and Marketing, J&K, till further orders.
43. Mr. Raman Kumar Kesar, KAS, Joint Chief Electoral Officer and ex-ofFicio Additional
Secretary to the Government, Election Department, is transferred and posted as
I Additional Transport Commissioner, J&K. He will join the new assignment after completion of BDC Elections.
44. Mr. Ajaz Abdullah Saraf, KAS, Additional Transport Commissioner, J&K, is transferred and posted as Additional Secretary to the Government, Department of Rural Development
and Panchayati Raj.

45. Mr. Shahnawaz Bukhari, KAS, Director,
Horticulture, Planning and Marketing, J&K, is transferred and posted as Commissioner, Survey and Land Records, J&K.
46. Mr. Mohammad Yousuf Mir, KAS, Additional District Development Commissioner, Bandipora, is transferred and posted as Additional Registrar, Cooperative, Kashmir, against an available vacancy.
47. Mr. Surat Singh, KAS, Additional Commissioner (Central) in the office of Financial Commissioner, Revenue, is transferred and posted as Additional Secretary to the Government, Public Works (R&B) Department.

48. Mr. Nazir Ahmad Baba, KAS, Additional
Commissioner, Srinagar Municipal Corporation, is transferred and posted as Additional
Commissioner (Central) in the office of Financial Commissioner, Revenue, J&K.

49. Ms. Rifat Kohli, KAS, Regional Director, Survey and Land Records (ex-officio Settlement Officer), Jammu, is transferred and posted as Additional Commissioner, State Taxes (Administration and Enforcement), Jammu.
50. Mr. Sudershan Kumar, KAS, Additional Secretary to the Government, Department of Rural Development and Panchayati Raj, holding additional charge of Director, Rural Development, Jammu, is transferred and posted as Director,
Rural Development, Jammu, on full time basis. 23. Mr. Sajid Yehaya Naqash, KAS, Joint Director, Handicrafts, Kashmir, is transferred and posted as Additional Mission ~irekor, J&K State Rural Livelihood Mission, Srinagar.
He shall also hold the additional charge of the post of Joint Director, Handicrafts, Kashmir, till further orders.
