No conducive atmosphere for BDC elections on party basis: TDF
9/29/2019 9:48:36 PM
Early Times Report
JAMMU, Sept 29: Thathri Development Front, District Doda said that there is no conducive atmosphere for BDC elections on Party basis in Jammu and Kashmir at least in this stage and also without amendment in J&K PR Act.
As per press statement issued here, the members appealed to Governor of the state, Satya Pal Malik to conduct BDC elections only after amendment in the latest amended state Panchayat Raj Act by Congress and NC government and conduct BDC election only on non-party basis.
They urged upon the Governor to amend the J&K Panchayati Raj Act, in such a manner that any person or woman may file his/her nomination for the BDC whose name is entered in any Panchayat Halqa in that Block. The rider in the latest amended J&K Panchayati Raj Act that only a Panch or Sarpanch can nominate for chairperson of the BDC is therefore like slaughtering the democracy at the grass root and ultimately making it a game for Political Parties ignoring the prospects of educated un-employed & competent youths.
They strongly feel that under such circumstances an attempt has been made to keep the mostly talented, experienced, qualified and honest persons out of the game denying democratic rights to the bonafide and genuine candidates. And it will certainly be cruel joke with democracy and democratic traditions.
They hoped that like former Governor of J&K, N.N.Vohra, who made an amendment in the J&K PR Act making election to the Sarpanch open for public mandate, the present Governor of the state Satya Paul Malik should also make history and save the democratic values by making suitable amendment in J&K Panchayati Raj Act, in such a manner that any person or woman may file his/her nomination whose name is entered in any Panchayat Halqa in that Block, in the interest of the poor people of Jammu and Kashmir and this will not disallow the educated, competent and deserving candidate from contesting the election of Block Development councils & District Planning and Development Boards in the state .
