Legislative council in Kashmir to be abolished

Possibility of Kashmir and Jammu having a legislature seems to be remote. This so after the Government abolished the upper House indicating that the Kashmir region will remain a union territory. Ahead of attaining the status of Union Territory on October 31, the bicameral (two-tier) legislature in Jammu and Kashmir came to an end today with the government abolishing 62-year-old Legislative Council, the Upper House of Legislature, and directing its staff to report to the general administration department (GAD). The council was abolished under Section 57 of the Jammu and Kashmir Reorganisation Bill, 2019, introduced in the Rajya Sabha on Augand subsequently passed by both Houses of Parliament.
According to the government order, the council staff would report to the GAD by October 22.
The council had the staff strength of 116 officials, including an Additional Secretary, three Deputy Secretaries and three Under Secretaries. As per the Reorganisation Bill, J&K will be bifurcated into two UTs - J&K and Ladakh - on October 31. J&K will have a State Legislative and will get to elect its own representatives, while Ladakh will be run by a Lieutenant Governor who will act as an administrator. The Government of India had promised that the state Legislature will be revived after holding the elections. But this seems to be doubtful. Yes, elections would be held for the Legislative Assembly.
This indicates that for years to come the Valley will remain as a union territory. And if the Government will place Jammu region in the category of union territory it give people an excuse to agitate against the delay in holding the elections. And if the region of Jammu gets a fresh election of the Assembly it may prove that the Government is partial. And remove this tag of partiality it may end the tag of partiality. It indicates that Jammu and Kashmir will remain union territory. There are number of states where there is no legislative council but elections to the lower House is being held.
