Who is Dr Farooq's jailor?

srinagar, Oct 22: Former Chief Minister and National Conference patron, Dr Farooq Abdullah was detained under public safety act (PSA) in September for his potential to disturb order. He was lodged at his Gupkar residence which was declared a sub-jail by the government.
The government order, however, did not make a mention about Dr Farooq's jailor. A thorough scan of local newspapers confirms that the administration did not name the jailor. The lapse has left vast scope for speculations that Dr Farooq's jail is without a jailor which is a blatant violation of the jail manual.
But legal experts opine that the administration cannot commit such a blunder. "If the jailor has not been appointed then the detention is totally illegal," they said.
Pertinent to mention, the government designated Javed Bakshi as superintendent of the Centaur Lake View Hotel which also was declared as a sub-jail and now houses some of the top mainstream leaders including former speaker Mubarak Gul and Peoples Conference chairman, Sajjad Ghani Lone.
Being a political prisoner, Dr Farooq is entitled to some rights which include right to meet his relatives, medical checkup as and when needed etc.
The people, it is in place to mention here are interested in knowing about Dr Farooq the prisoner. Who is the jailor? Has the government appointed jail staff or not to run the jail? Where does the jailor operate from? Has additional security put in place to prevent Dr Farooq's escape from the jail?
A political prisoner is also entitled to a modest day allowance to cater to his needs including food. "How much is Dr Farooq getting," the people are interested in knowing.
However, a lawyer having vast experience in dealing cases of prisoners said the jail manual allows a prisoner to fetch food from his home. "Since he is detained in his own residence, the food obviously must be coming from there," he said.
He added that the jailor and his staff have to ensure that he (Dr Farooq) refrains from doing such acts which can put public order in the state into jeopardy because that is exactly what he has been detained for.
