Will re-organization help Jammu have a SWMP?

SRINAGAR, Oct 23: Desperately in need of a solid waste management plant (SWMP), the people in the city of temples may finally have it as the re-organisation of the state will leave no room for interference of the politicians.
Pertinently the Housing and Urban Development Department initiated the process in 2008. Over the years tenders were invited several times but the department got no response, informed sources said.
It is alleged that the project could not take off due to political interference. "Companies and contractors having expertise in solid waste management showed some interest but the multi-crore project attracted attention of the politicians every time keeping the interested companies/contractors at bay much to the disappointment of the people," sources said.
Meanwhile, the cost of the project has escalated manifold during the past eleven years. The initial cost was 40-50 Crore but experts believe that the escalation can be between 20 to 30%.
The plan for solid waste management is now in public domain as the Housing and Urban Development Department has put it on its official website. The department has sought suggestions from the general public. The department has also made a mention of its efforts to initiate a process for the project.
Concerned citizens have criticized the department for what they call its `inaction'. "Putting the plan on website and holding seminars and debates won't move things. The department has to take tangible measures to achieve the goal," they said adding the city of temples desperately needs a plan for disposal of solid municipal waste.
The proposed reorganization of the state has generated hopes. The citizens are hopeful of positive response from the administration in the changed era. "If it is not done now, it can never be done," they said.
According to experts, management of solid waste can rid the city of many problems and also ensure preservation of the environment.
