SAC approves re-organization of two services
Career progression issues of officers of Jammu and Kashmir Legal Services, Law Officers Service resolved

SRINAGAR, OCTOBER 24: In a major decision aimed at equitable career progression of officers and addressing stagnation, the State Administrative Council (SAC) which met under the chairmanship of Governor, Satya Pal Malik approved the reorganization of the Jammu and Kashmir Legal (Gazetted) Service and Law Officers Service. This will end up adhocism, which had stunted career progression of officers in the two services thereby, leading to de-motivation and disillusionment among the officers. The decision will not only ensure regular promotions at various levels upto 31.12.2018 but also help in better cadre management.
The Jammu and Kashmir Legal (Gazetted) Service and Law Officers Service shall now be two distinct cadres and will operate separately with a separate seniority.
SAC further approved that the Jammu and Kashmir Legal (Gazetted) Service shall be primary and progressive service. The Law Officers Service will be a diminishing service/cadre which shall cease to exist with the retirement or death or relinquishment of post by the last incumbent beginning from the Public Law Officers. The abolition of the posts which will begin from the level of Public Law Officers will finally culminate at Special Secretary level. In future, all fresh recruitments to the entry level posts shall be made in the Jammu and Kashmir Legal (Gazetted) Service only.
SAC approved the promotion/release of grade of Secretary to the Government in favor of three Special Secretaries.
SAC approved the promotion of 4 Additional Secretaries as Special Secretaries, 23 Deputy Legal Remembrancer/Senior Law Officers as Additional Secretaries, 54 Assistant Legal Remembrancer/Public Law Officers as Deputy Legal Remembrancer/Senior Law Officers and 36 Legal Assistants as Assistant Legal Remembrancer/Public Law Officers.
SAC also approved creation of one post of Secretary to Government, 02 posts of Special Secretaries, 03 posts of Additional Secretary, 08 posts of Deputy Legal Remembrancer, 10 posts of Assistant Legal Remembrancer besides creating 02 posts of Deputy Director (Adm) and 04 posts of Assistant Director (Adm) in the Department of Law, Justice and Parliamentary Affairs.
