Regional Conference concludes with adoption of 'Sushasan Sankalp-Jammu Goshna' resolution

JAMMU, Nov 16: The deliberations of two-day Regional Conference on 'Replication of Good Governance Practices in Union Territories of J&K and Ladakh' concluded today, here with the adoption of Jammu Resolution titled 'Sushasan Sankalp-Jammu Goshna'.
The valedictory session was chaired by Advisor to Lieutenant Governor, KK Sharma, who also released Jammu Resolution, in presence of Additional Secretary DARPG, V Srinivas, Principal Secretary Administrative Reforms, Rohit Kansal, Joint Secretary DARPG, Jaya Dubey and Secretary GAD, J&K, Dr. Farooq Ahmed Lone.
Speaking on the occasion, KK Sharma said that this conference will be setting an agenda for the infrastructural development in UTs of J&K and Ladakh with the adoption of progressive policies of other States and UTs.
He asserted that lot of good thoughts and practices are already available but the thing is to adopt or replicate such practices for the larger good of the people of the Country. He also stressed upon the role of civil servants in good governance and asserted that the country is at developmental stage where civil servants have a larger role to play.
Advisor Sharma lauded the services of JK officers who worked tirelessly in remotest areas for the implementation of various central schemes like SAUBHAGYA. He also announced that Jal Shakti Mission will be launched in J&K soon with an objective of providing water connection to every household by 2022.
In his address, Principal Secretary, Rohit Kansal said that the objective of public policy is that every work and project should be completed in a time-bound manner. He said that there has been tremendous and significant improvement in governance system in J&K while highlighting that 'New Vision New Horizon' has been the theme of governance. The conference later on unanimously adopted several deliberations in the form of resolution titled 'Sushasan Sankalp-Jammu Goshna' which was read out by Secretary GAD, Farooq Ahmad Lone on the occasion.
The main highlights of the resolution are:
The UTs of J&K and Ladakh will be developed as models of administrative excellence using digital technology in implementation of welfare Union Territory programmes.
To make sustained efforts to create a transparent, accountable and people centric administration in the UTs of J&K and Ladakh.
To improve the citizen interface with Government by promotion of digital governance, citizen centric governance, innovation and capacity building in the UTs of J&K and Ladakh.
To find and consolidate successful local governance initiatives and upscale them across J&K and Ladakh to bring out best outcomes of governance and public policy to the UTs of J&K and Ladakh.
To improve grievance redressal mechanism by forging greater synergy between Awaaz-e-Awam (JK Lt. Governors Grievance Cell) and Central Public Grievance Redressal and Monitoring System (CPGRAMS).
Promote the use of e-Office and move towards paper less Secretariat in the UTs of J&K and Ladakh.
Promote capacity building and personnel administration by formulating mid-career training programmes and specific need-basis training programmes for officials in the UTs of J&K and Ladakh.
Replicate the innovations and best practices in successful national governance initiatives including digital governance, citizen centric grievance redressal and aspirational districts so as to provide a clean, transparent and people centric governance to the UTs of J&K and Ladakh.
Earlier during the morning session presentations on select innovations under the themes of 'Jung-e-Azaadi' showcasing the contribution of martyrs in freedom struggle, e-NAM (e-National Agriculture Market), and National Rural Livelihood Mission-UMEED were delivered by the participants from various States.
The session was chaired by Financial Commissioner, Health and Medical Education, Atal Dulloo.
