ED attaches properties of Hizb commanders at Pahalgam

anantnag, Nov 18: In a bid to target militancy network in Kashmir, the Enforcement Directorate (ED) has attached the immovable properties of two top commanders of Hizb-ul-Mujahdeen outfit in South Kashmir's Anantnag district.
According to details, available with Early Times, Enforcement Directorate (ED) has attached an apple orchard measuring 09 kanals of land and belonging Ghulam Nabi Khan alias Amir Khan, who is operational commander of Hizb-ul-Mujahdeen, in Liver village of Pahalgam. The Enforcement Directorate (ED) has also attached orchard measuring 03 kanals of land belong to another militant commander Zaffer Hussain Bhat alias Zaffer Khan. Both the proscribed militants, according to Enforcement Directorate (ED) notices, are absconding.
The Enforcement Directorate (ED) team on Saturday visited the village and attached the properties of both militant commanders under suv-section (1) of section 5 of the Act (15 of 2003) by fixing hoardings around the orchards physically. The estimated value of the attached land declared by the agency is approximately 73.50 lacs and the properties has been attached vide order No. 03/2019 dated 18-03-2019 issued by the Deputy Director of Enforcement Directorate.
Earlier, according to family, the Enforcement Directorate has served multiple notices to Khan's family. The notices were directed Hizb Operational Commander Aamir Khan to appear before the agency.
The Enforcement Directorate has registered a case against the duo under Prevention of Money laundering Act 2002 and has declared both the militant commanders as offenders vide order dated 19-11-2013.
The agencies, in its final notice to offenders, have restrained their families from selling, gifting and mortgaging the assets and have asked them to vacate the premises.
Ghulam Nabi Khan alias Aamir Khan, according to sources is Operational Commander of Hizbul Majahdeen and Zaffer Hussain Bhat alias Zaffer-ul-Khan is looking after finance of the militant outfit. Both, residents of Liver Village of Pahalgam, have crossed over Pakistan Occupied Kashmir (PoK) in early nineties and are operating from there.
Earlier in 2014, the National Investigation Agency (NIA) directed District Magistrate Anantnag to attach the immoveable properties of Hizb Operational Commander Aamir Khan. The NIA had registered a case against Hizb Chief Syed Salahuddin and other (Case No RC 11/11/NIA/DLI, New Delhi u/s 120B, 121A of 1PC and section 17,18,39 & 40 of UA (P) Act 1967).
However, the families contested the claims of both the agencies and claimed that the properties attached by Enforcement Directorate were inherited properties and not purchased as claimed the agency.
"My uncle has gifted 09 knalas of land to my father and this is simply inherited property," Khan's son Naseer Ahmad, told Early Times.
