Technical Edu deptt officers appointed under New Pension Scheme draw salary according to Old Pension Scheme

srinagar, Nov 19: Nothing seems to be going right in the Department of Technical Education as some of the gazetted officers are resorting to fraudulent means while drawing their salary over the past nine years or so.
Sources told Early Times that although these officers were appointed under the New Pension Scheme (NPS) they continue to draw their salary according to the Old Pension Scheme (OPS). They have been doing so for the past nine years and no action whatsoever has been taken against them so far.
"These officers have been abusing the official position for the past decade or so. Since they are drawing and disbursing officers of their respective institutes these officers have managed to draw salary under the OPS. This is despite the fact that they were appointed after the nullification of OPS in the erstwhile state of Jammu & Kashmir," said sources.
Sources said that the Department of Finance vide its order A/36/83-II/128 dated 31-1-2011 made it clear that all the appointments made after 01-01-2010 would be covered under new defined contribution pension scheme. Under this order the government employees would have to contribute 10 percent of their basic pay plus Dearness Allowance (DA) towards their PRAN account.
"Under this order the government would have to make equal contribution towards the account. The Department of Finance allots separate budget for the people appointed after 01-01-2010 and this is done under the Account Head 2071," said sources.
Sources said that out of the 17 drawing and disbursing officers appointed by the government on 14-05-2010 after their selection by Jammu & Kashmir Public Service Commission (JKPSC) four officers have misused their official position and adopted OPS for themselves. These officers are working as Superintendents of Industrial Training Institutes at Kishtwar, Uri, Pattan and Ganderbal.
"None of these officers was working in any government department at the time of their appointment in the Department of Technical Education as Superintendent of any of the Industrial Training Institutes. None among them also applied through proper channel in order to accrue benefits under the OPS," said sources.
Sources said that the officers in league with the accounts section of Directorate of Technical Education succeeded in getting salary budget under OPS for themselves and they continue to draw salary from the salary budget meant for OPS. These officers have not even applied for PRAN number from the concerned treasury.
"These officers having abundant resources have fraudulently prepared service books, relieving orders, pay fixation and no objection certificate to benefit themselves. The service books of these officers are in their own custody and as such they can make entry in their service books at their own will," said sources.
Sources while quoting the Department of Finance's order about the NPS said that action would be taken against drawing and disbursing officer who is found violating the order while drawing the salary for the new appointee under the OPS. The amount so drawn will be recovered from the authority that sanctions the same, but nothing of that sort has happened in Department of Technical Education.
