Jammu, Nov 22: The Executive Engineer Rural Engineering Wing Samba has locked horns with Deputy Commissioner Samba alleging humiliations and life threats, however the latter termed him mentally unfit.
According copy of a letter written by the XEn REW Samba to Deputy Commission the former alleged humiliation and life threat from DC and other staff of rural development department.
"In the above-cited subject and references, your good self was very much aware of the facts that district Samba is the only district in J&K who has completed 100% estimation before approval of the Plan. Further J.E, T.A, VLW, and GRS are under the administrative control of BDOs if BDOs did not start the execution of MGNREGA, 14th FCA, back to village and Elementary Education works under Capex till 04-10-2019, despite that this office times and again brings in to your notice that ACD Samba inclusion with BDOs did not start the execution of development works", the Xen REW Samba wrote DC Samba vide official letter no. XEN/REW/S/2019-2-/390-93.
He is the letter alleged, "Wherein instead of taking action against BDOs and ACD Samba yourself threatened undersigned 1st time on 25-09-2019 during the review meeting in presence of BDOs. Now you threatened 2nd-time to-day on 16-10-2019 during review meeting only to shield BDOs/ACD Samba who is embezzling multi-multi corer MGNREGA funds since 1-04-2019."
"As per Guidelines MGNREGA, 14th FCA and back to village works were executed through elected Sarpanch w.e.f. 01-04-2019 and there was no provision of MGNREGA spillover works in view of the adoption of SECURE in district Samba, despite that BDOs withdrawn 17783 PDs during April 2019, 32342 PDs in May 2019, 45426 PDs in June 2019, 59856 PDs in July 2019, 72622 PDs in August 2019, 90277 PDs in September 2019 and 90351 PDs as on 15-10-2019 @ Rs. 189.00 per day fraudulently", the letter further read.
"I brings the multi corer MGNREGA embezzlement scam into the notice of District magistrate (DDC Samba) vide letter No. XEN/REW/S/2019-20/381-85 dated 12-10-2019 and it was the duty of District Magistrate to get the matter investigated but instead of taking action against BDOs who embezzled multi crores MGNREGA funds, yourself threatened to suspend undersigned and humiliated me for second time in presence of CPO Samba, ACD Samba, DPO Samba, and BDOs, to put the lid to the multi crores embezzlement scam which is not good for a District Magistrate (DDC)", he wrote, adding, "I have apprehension that you may get the undersigned kill any time and through anybody to protect the persons embezzled multi- multi corer MGNREGA funds."
Deputy Commissioner Samba, Rohit Khajura when contacted said that Xen is mentally un-fit person. "He (Executive Engineer REW Samba) is a blackmailer entire department is fed-up with him, but since he is on the verge of retirement, no one is taking him seriously", he said, adding that he is habitual of creating nuisance in past as well during his posting in Kathua, Ramban and Samba. "I took up the matter, with Secretary PR&RD, who herself aware about the act of the Engineer, but the department is ignoring him since he is on the verge of retirement", said DC showing sympathy for the Engineer. |
