DDOs under scanner for delaying salaries to Govt employees

srinagar, Nov 22: The drawing and disbursing officers will face the action if they are found in delaying release of salaries to government employees in Jammu and Kashmir.
Jammu and Kashmir administration has taken a serious note over delaying in release of salaries to government employees by the concerned officials.
There are at present 4.50 lakh state government employees, and 1.60 lakh pensioners in Jammu and Kashmir.
The Finance Department has told the administrative secretaries of departments to ensure that all the DDOs under their control shall present salary bills on designated day as per rules.
"Director Finance shall ensure that salary budget is available with every DDO. Director Finance shall furnish the list of defaulting DDOs to Finance Department every month," a circular reads.
"For the purpose of check of bills at treasuries, these should be presented for payment three to six days, before the last date or the penultimate working day of the month," it adds.
Sources said that employees of various departments have brought to the notice of higher authorities that drawing and disbursing officers (DDOs) were "deliberately" delaying in release the monthly salaries to the employees.
"Employees of various departments like Health and Medical Education Department, Housing and Urban Development Department, Education have told the government that every month there is delaying in receive their salaries," sources said.
The Finance Department on the directives of the government has warned the drawing and disbursing officers of departments that any delaying in release of salaries will be viewed seriously and the erring officers would face the action.
"It has been observed that most of the drawing and disbursing officers delay submission of the salary bills of their staff to the respective treasuries even though the salary budget is available with the Departments," the circular reads.
"All the drawing and disbursing officers are directed to strictly adhere to the rules. Any violation to rules shall invite strict action against the defaulting DDOs even seizure of DDOs powers," the communiqué reads.
