srinagar, Dec 2: Thousands of youth appointed on different arrangements in the erstwhile state of Jammu & Kashmir have been pushed to the wall since despite promises their services were not regularized by the successive governments in the past.
Sources told Early Times that since the state of Jammu & Kashmir has been bifurcated into two union territories Jammu & Kashmir and Ladakh it would be difficult for these youth to get absorbed as permanent employees in different government departments.
"There is no concept of daily wagers, contingent employees, consolidated employees and casual employees in a union territory. People are appointed on permanent basis in a union territory and there is no provision to appoint people. Given this fact one fear that the people appointed on different arrangements in the past might lose out in the race of permanency," said sources.
It would be in place to mention here that more than 60,000 youth were appointed on different arrangements by the successive governments in the erstwhile state of Jammu & Kashmir (including Ladakh). Despite promises the services of these youth were not regularized and as such they continue to be in lurch.
"When the National Conference-Congress government was in power, the number of people appointed on different arrangements was 61,000. However, this figure jumped to 1, 05,000 as soon as the Peoples Democratic Party-Bharatiya Janta Party government assumed office in the erstwhile state of Jammu & Kashmir," said sources.
Then Finance Minister Haseeb Drabu had said that modalities are being worked out for absorption of the people appointed on different arrangements in the departments where they are working. However, since then services of just few hundred were regularized with the major chunk left out of the whole process.
"Ministers in the previous governments used to exploit the youth for their own benefit and in turn these youth were appointed on adhoc, casual or contingent basis in the different government departments. Many of these people are working on such arrangements for the past two decades or so and the future seems to be bleak for them," said sources.
Sources said that the administration of union territory of Jammu & Kashmir led by Lieutenant Governor Girish Chandra Murmu should take a lenient view of the cases of people appointed on different arrangements in the past. They said the step would ensure that future of such people is safeguarded and they would not be pushed to the wall.
"The penultimate Governor of erstwhile state of Jammu & Kashmir Narendra Nath Vohra was very much concerned about the future of people appointed on different arrangements. He tried his level best to safeguard the future of such people, but could not succeed in this regard. Murmu should take a leaf from Vohra's book and take the necessary steps," said sources.
