Mediclaim insurance cover to employees and pensioners

Really, the Lt. Governor Garish Chander Murmu's administration deserves the appreciation for giving the risk cover of Rupees 10 lakhs to the employees of the J&K UT under the Accident Insurance Policy effecting from this month. But painfully it is to highlight that the pensioners of the J&K UT have been left out intentionally out from the preview of this policy.
This is the great injustice to the pensioners. It is humbly appealed to the HE - Lt. Governor Murmu to order for covering the pensioners as well immediately under the said Insurance Policy thereby ordering of the recovering of the premium from their pensions. Necessary instructions to the Management of the J&K Bank be issued by the Finance Department of the J&K UT Government without any delay.
With much concern, it is to point out that the Health and Medical Education Department of the State Administration under the command and control of the Lt. Governor Garish Chander Murmu is not working well as per the requirements of the general masses of the state and the employees and the pensioners as well and in fact it has been made as the ineffective one these days.
It is to bring into the kind notice of the Lt. Governor Murmu Sahib that as to how his Health Department is working in the Civil secretariat which took more than fourteen months to return the file proposal for sanctioning of the posts for the Dental Surgeons in the state to the Directorates of the Health Services of both the Divisions of Kashmir and Jammu asking them to reduce the number of the said posts and then resubmit the same after making of the reductions in the posts? For this petty query, it took fourteen months to decide by the said department. This is shameful on its part as the concerned department is playing with the precious lives of the candidates who have passed their BDS from inside and outside the state. After 2008, no post for the BDS Doctor has been advertised as yet and owingto which they are suffering a lot without any fault of theirs.
Apart from it, over the issue of the finalization of the Medi Claim Insurance Policy for the benefits of the employees and the pensioners, the concerned Department is sleeping over the matter which raises many questions. This needs a specific answer from the department concerned. It is pertinent to mention here that earlier the Medi Claim Insurance of the Employees and Pensioners - Done by Reliance General Insurance Company of Anil Ambani earlier.
After a so called hectic exercise of the Finance Department of J&K Government, the Medi Claim Insurance Policy was launched for the benefits of the regular employees and the pensioners as well with great pump and show by the Governor Administration effective from September 1 last year. Not only this, the employees of the government all autonomous bodies were also made as the beneficiary of this policy. The State Government had spent a big money for the publicity of the Medi Claim Insurance Policy. It is pertinent to mention here that there were big - full page adds in the various dailies of the state besides publicity in the electronic media also. These adds were issued by the Finance Department of J&K Government and were repeated time and again at the cost of the state exchequer. The Insurance premium was deducted from the salaries and the pensions of the employees and the pensioners of the State Government for the month of October as the Medi Claim Insurance Policy was effective from September 1 last year.
It is pertinent to mention here that the said Medi Claim Insurance Policy was offered by the Reliance General Insurance Company owned by a big Corporate of the country Anil Ambani which was accepted as being the lowest bidder by the Governor Administration led by the Governor Satya Pal Malik.
Regarding the said Insurance scheme, the employees and the Pensioners had pointed out certain shortcomings and higher rates of Insurance premium etc etc. under the contents of this policy. Mediclaim Insurance Policy, in question, was discontinued by the State Government with in a month because of the reason that the Governor of the state Satya Pal Malik received number of complaints and it was alleged that a big booty of money was made as a corruption by the officers of the Finance Department of J&K Government. The then Governor Malik Sahib pointed out that based upon the inputs he had in this regard were very serious in nature and ordered a in depth PROBE into the entire deal with the Reliance General Insurance Company owned by Anil Ambani. More than two years have gone but it is surprised to state that up till now, no such out come of the probe ordered by the then Governor has come into lime light which is a serious issue indeed.
At the moment, there is not any Medi Claim Insurance Policy as the earlier Insurance policy was discontinued by the State Government from January 1, 2019 but certainly the officers who remained at the helm of affairs in finalizing the said Medi claim Insurance Policy contracted by the State Government with the Reliance General Insurance Company, are going scot free without any deterrent punishment. In the beginning, the delinquents were frightened because it was clear that they will be taken to task by the then Governor Administration but it has been observed that with the passage of time, the guilty in this entire scam are passing their lives leisurely without any fear.
Pertinent to mention here that it is very unfortunate in this country that whenever a small fish in the governmental set up i.e. Patwari / Girdawar or a Revenue clerk of the DC Office is found involved in any sort of corruption or the embezzlement, he or she is always discharged from the Government service. On the contrary, when the higher officers of the Civil Administration or of the Police Administration are involved, they always go scot free as the State Governments protect them and even give them the promotions also. This time too, if the guiltiest are not punished deterrently, the people of this state would consider that the Governor Administration is exactly the same like the political government in the state of Jammu and Kashmir and there is no difference at all. In this eventuality, the guiltiest would treat themselves as the big Supremo as the Kings and consider the state as their or Ancestral property. There should be some sort of fear of Governor's Administration. The outcome of the said PROBE must come in the public domain so that the Public at large may know the exact truth in this episode. Probes and findings are two different things over which the governments of the State and the Centre usually go very slow resulting which the delinquents in our country go scot free and pass their luxury lives after acquiring the properties - land and flats in the posh colonies in the Metro and other big cities besides having the huge balances in the Banks and their houses. By the power of thgeir assets and the money they (delinquents) purchase the people at the helm of affairs while probing of their guilt's and the misdoings and misdeeds. There is no doubt that the governments discharge their role in ordering for the PROBES in the big scandals and the scams but after that go under hibernation. For the over three decades , this bad practice is going on in the country but no tangible results have been seen with the result that the wrong doers are having the open field in committing the big wrongs during their tenure of the service careers.
It is quite relevant to mention here that some times, the probing agencies do their jobs judiciously and honestly and after having conducted the Probes they submit their finding reports to the respective governments for taking the deterrent administrative action against the wrong doers but the competent authorities adopt the slow approach in dealing with things on this score. Usually, it has been observed that delays are generally made in taking the action against the wrong doers and with the results the governments get changed in the next elections.
Some times, the probing agencies do their jobs judiciously and honestly conduct the Probes but they don't submit their finding reports to the respective governments for taking the deterrent administrative action against the wrong doers. This is very strange indeed. Their findings never see the light of the day as they don't come in the public domain.
Seeing the urgent need and the importance of the Medi Claim Insurance cover for the employees and the pensioners as well of the J&K UT in the right earnest, the Lt. Governor Garish Chander Murmu should direct the H&ME and the Finance Departments though the Chief Secretary of the J&K UT to come out with the detailed and definite proposal before him without wasting anytime further in the matter for seeking the nod for its implementation in the UT for the welfare of the employees and the pensioners at the earliest possible so as to give them the sigh of relief. It is beyond the means of the employees and the pensioners to meet with the costly medical treatments in account of the various ailments and the medical surgeries.
Having experienced the inefficiency of the H&ME Department since two years, many a no. of questions arises in the minds as to why the departments of H&ME and the Finance are keeping mum over the issues of the much importance ? This certainly depicts the inefficiency of these departments of course and owing to which the big lot of the employees and the pensioners is suffering badly. Therefore, there is a dire need of the Medi Claim Insurance cover for the employees and the pensioners as well of the J&K UT.
When a common citizen of this country is getting the benefit of the Medi Claim Insurance cover of Rs five lakhs under the AYUSHMAN BHARAT OF PM YOJANA and then why the employees and the pensioners are being denied the same ? This is a great injustice to them without any their fault.
Another negative feature of the J&K UT administration is that in the other parts of the country the government employees and the pensioners are getting the Medical Allowance of Rs 1000 per month wef January 1 , 2016. Height of the non sense is observed that the employees and the pensioners in the J&K UT are getting a meager amount of Rs.300 every month along with their salaries and the pensions which needs to be enhanced to Rs.1000 per month immediately. This not a begging from the J&K UT administration but a demand made on the sound logics and in the right earnest indeed and it should be disposed of in accordance with the principles of administration of the natural justice. The employees and the pensioners are having the sufficient material evidence on this in support of their just and genuine demand for the enhancement of the Medical Allowance in their favour immediately. Since the H&ME and Finance Departments of the J&K UT are sleeping over these two important issues and they seem to be very lethargic in bringing the TRUST MODEL on account of Medi Claim Insurance Cover for the employees and the pensioners, this is million dollar question which the Lt. Governor has to answer and do whatever possible for him to defuse the tangle soon.
Lt. Governor Garish Chander Murmu should take the cognizance of the same on priority and do the justice with august hands for which the employees and the pensioners in the J&K UT shall be indebted to him forever.
