Applicant denied information even after one month
PHE department's non-seriousness towards RTIs

Jammu, Dec 12: The majority of the government departments including the officials at the helm of PHE Hydraulic Division Kishtwar are non serious towards Right to Information Act as even after the lapse of more than one month, the applicant who seek the information from Executive Engineer Hydraulic Division Kishtwar commonly known as PHE Department has yet to receive the information as was demanded by the applicant.
As per the details available with Early Times, Asif Hussain Malik son of Ghulam Mohammad Malik Resident of Cherhar, Tehsil and District Kishtwar has filled an RTI application in the office of Executive Engineer Hydraulic Division Kishtwar demanding information regarding details of funds in the copies of allotment letters for water tankers in use by the hydraulic Division Kishtwar for the year 2018-19, beside also seek the information related to page wise details of log books of water tankers in services along with the fuel charges and utilisation of other funds on this account.
The applicant also seek the details with regard to works executed under BRGF/STP during the year 2018-19 & 2019-20. He also seek information regarding water tankers plying in Kishtwar town and its peripheral areas and the amount withdrawn on account of water tanker services, details of funds received under maintenance and repairment (M&R) and Irrigation and flood control sector, regarding hiring of private vehicles for use of Executive Engineer, works taken up/executed departmentally under the PM flood relief package and the name of agencies through which these works has been executed from the year 2013 till the filling of this RTI application, details of payments which has been sent to accountant general office J&K for the year 2017 till date and details of water connections registered in Panchayat Poochal B2 of Kishtwar Block.
Speaking to Early Times, the applicant stated that he had filled his RTI application on 5-11-2019 after making several rounds of Office of the PHE Hydraulic Division Kishtwar as well as AEE PHE Kishtwar with the request to provide drinking water facilities in his village Cherhar as he along with other inhabitants of the village hardly situated 3-4 KM away from Kishtwar town. He said that the department has withdrawn crores of rupees from government exchequers on the name of providing drinking water to the inhabitants of Kishtwar District added that lakhs of rupees has also been withdrawn on account of Maintenance and Repair by the department beside also executed works in Crores without floating any tenders. He said that despite spending such huge amount, he and the people of his locality are struggling for the want of drinking water. He urged upon the senior officials at the helm of the affairs to direct the concern authorities to provide him the information as was requested by him in the said RTI. He said that he will also file first appeal before the concern officials added that he is hopeful that department will provide him all the documents pertaining to what demanded for in the RTI filled by him.
It is pertinent to mention that Kishtwar hydraulic Division has remain in news for various scandals including carriage scandal where amount in Crores has been withdrawn on exorbitant rates in violation of the fixed rates defined by the government, Kishtwar water lifting scheme commonly known as HRT water supply wherein more amount then the actual cost of the lifting machine has been spent on its repair beside several other scandals wherein Water Supply Schemes worth Crores were missing from the ground and importantly works amounting to Crores has been executed without floating tenders through some employees and influential contractors.
Even though several inquiries were ordered by the administration and government in past- but no concrete action was initiated against the guilty officials who turn millionaires over night.
