Delhi fire tragedy could be averted

43 innocent people (mostly the Laborers) have lost their precious lives In Delhi fire tragedy which occurred on December 8 in the residential area in Anaj Mandi near filmistan in four storey building. This particular building was being used for the commercial purposes thereby installing the various industries in it illegally. The cause of the massive fire incident was said to be of the short circuit by the Delhi Administration as yet and the owners of the illegally operated industries in the said building have been arrested by Delhi Police.
Pertinent to mention here that this 4 storey building was constructed for the residential use but the same was being used in the factory purposes illegally. Height of the nonsense was this 4 storey building is in such a thickly populated area- filmistan approachable through the narrow lanes and the streets where whatever space available otherwise remains chocked and occupied by the parked vehicles and the Carts, was housing the illegal factories which had in its inventories and the other inflammable materials combustible substances and the windows sealed apart from keeping of the huge stocks of their raw materials in the large quantities dumped over there became a 'Death Trap' when the fire broke in this 4 storey building. It took shape of wild fire which engulfed the entire area and in no time the trapped victims died instantly and pathetically. It is highly astonishing to note that normally the governmental machinery don't work at all in checking these malpractices of the illegal factoriesand the various manufacturing units or the ventures. The separate cells have been formed in the various departments of the civil administration, usually the officials in the same go into the deep sleep and leave the illegal factories to operate upon with out any fear from the administration. The moment such like episodes take place in which hundreds are killed, they come into actions and otherwise not.
Just to console the kith and kins of the deceased, generally the State/ Central Governments announce the ex gratia relief to them. Money is not everything which the State/ Central Governments note specifically. Human value cannot be quantified in terms of money as only the aggrieved know the pain on this score. It is just a routine phenomenon in the governmental administration always, the State and the Central Govts. Order for the magestrial enquiries into the matter but the height of the nonsense is that the outcome of such enquiries never come in the public domain. With the passage of the time, the people forget the same and the Govt. Setups go like this only without any positive results and by engaging the big Lawyers for defending their cases in the court of law, the offenders go scot free always at the cost of the victims of the fire incidents and pass their lives luxury. Really, this shameful on our parts that the Govts. do not work at all properly. The Administrators in the Govt, Set ups pass their days comfortably and leave the people at the mercy of the God only.
It was second deadliest massive fire incident in Delhi as the earliest one was occurred in UPHAAR CINEMA in 1997 taking the precious lives of about 59 innocent people who were watching the film movie in the cinema then. In the third one massive fire incident at ARPIT PALACE HOTEL occurred in Delhi February this year where more than 17 people died.
Usually, it is a regular phenomenal that without getting the various nods and OKs from all the departments concerned, the runners of such like industries start and operate their manufacturing industries illegally in the large scale as they do not fear from the law of the land and in fact they do not respect and obey the law.
To start a manufacturing unit or the venture, the nods or the OKs from the departments of the Fire Services, Pollution Control Board, SSP and the Deputy Commissioner of the District are "MUST" and without which they can't go to run their activities illegally. This major episode of fire incident has stunned the nation which took the precious lives of 43 innocent people which could have been averted, prevented, had the Delhi Administration acted as per the law of the land ?
Illegal factories/ Manufacturing unitsos the business establishments and their owners are running their ventures illegally in the country and the governmental machinery all over the country are just keeping mum and are feeling as helpless in controlling this menace. This certainly a awful story of the administration as a whole. Major requirements for starting the factory ventures are :-
1. Getting the OK from the Department of Fire Services
2. Getting the clearance from the Pollution Control Board
3. Getting the OK from the Municipal Corporation , Council or the Committee
4. Getting Permission from the PDD
5. Getting the permission from the Deputy Commissioner /SSP concerned
It is observed the great concern that without having complied the said formalities, the runners of the such like various factory units or the ventures are operating in this country which should be checked immediately so as to avoid the killing of the innocent people in the fire incidents. On War footing these units being operated be seled or shifted to the Industrial areas in the locality forth with without wasting any time further. Complying the provisions of the various laws of the land and the permissions, if the Authorities in the country had acted in the right earnest for not allowing the Factory or the unit holders, the tragedy of the killing of 43 innocent lives could have been avoided /averted.
Human values are not so important before the Administration as compared to the interests of the Industrialists in the country. Pertinent to mention here that the Municipal Corporations, Councils or the Committees are functioning in the country arbitratorarily thereby putting the lives of the innocent people to the open risks and it is also alleged that the officials may be minting huge money in crores from such illegal operators.
Seeing this non sense, there is a dire need of for checking the malpractices being made by the heads and the officials of the above governmental authorities immediately. EITHER the owners of these factories and other businessmen running the same illegally be asked to close down these factories or the manufacturing ventures on their own and be seized immediately OR they be shifted to the other industrial areas of the District in which these are being operated illegally so as to give the immediate relief to the residents of the residential areas in the country.
The city of temples - Jammu is not the exception that way. In Jammu city, thousands of these factories are being operated illegally and like in other parts of the country and the Authorities concerned have kept their eyes closed owing to which the operation of such like factories or the ventures are flourishing to a great extent in the Jammu region. On November, 30 a major fire incident took place in the wee hours of the morning of December 1 in the Chhani Puli - Phatak road, Jammu area at the site of a Timber and Joinery Mill which engulfed the entire area of Jamwal and Parveen colony.100 percent loss noticed there in which wooden logs/ sleepers/timber costing lakhs of rupees were destroyed in fire. Thank God ! There was no causality but the adjacent residential buildings were also damaged due to massive fire without any fault of theirs.
On War footings, the Authorities concerned should immediately rise to the occasion and take the immediate steps for closing them with the firm hands or these be shifted to the other places as the J&K UT Government thinks fit in the very interests of the people of the residential areas in Jammu city. In the cases of the damaged and destroyed structures the owners of the same be no allowed to restart their ventures once again and they be directed that they will be at liberty to start their factories after having completed all the requisite formalities fully otherwise not specifically. The Deputy Commissioners and SSPs of the Districts shall be having the strict vigilance over the matter of mushroom growth of the illegal factories in their areas and make them responsible for the illegal growth of these illegal factories in their Districts. In case of the failure to do so, there will be a great risks to the precious lives of the people of the residential areas in Jammu city.
