Housing Board allots works in violation of norms, whistleblower approaches ACB

Anantnag, Jan 13: In-spite of orders, the Jammu and Kashmir Housing Board continues to allot works worth crores of rupees without fallowing the procedure.
Reliable sources told Early Times that the Housing Board has allotted the construction of Canteen in Government Medical College to a ‘blue-eyed’ contractor without adopting the due procedure. The estimated cost of the project is around 1.1 Cr Rupees, they said.

The Housing Board has adopted ‘Pre Cast Technology’ in the construction of canteen and the contract of constructing the canteen has been allotted to an inexperienced contractor without fallowing the laid down procedures.
Whistleblower, who has raised the alarm, has filled written complaints with Anti-Corruption Bureau (ACB), Deputy Commissioner Anantnag and Principal Government Medical College Anantnag.
The complainant in his complaint alleges that the executing agency-Jammu and Kashmir Housing Board and ‘inexperienced’ contractor was putting the lives of innocent people at risk as later wasn’t fallowing norms.
“Contractor, who is constructing canteen at GMC Anantnag, is a civil engineer and doesn’t have any experience about the pre cast technology and the work has been allotted to him by Housing Board in violation norms and codal formalities,” alleges the complainant.
He claims that the said contractor desires to gain the experience by constructing the canteen through Pre Cast technology as only three companies have experience to use this technology for undertaking constructions works.
Complainant claims that contractor wasn’t fallowing the laid down procedures of pre-cast technology and no officer of the executing agency was inspecting the works.
Executive Engineers of Housing Board, on being contacted, expressed ignorance about the allotment of work.
“I don’t know how the work was allotted,” Housing Board Engineers told ET
According to sources, the Jammu Kashmir Police Housing Corporation had drafted a detailed DPR for constructing the canteen through conventional mode but surprisingly the health department preferred to get canteen constructed through Housing Board by Pre-Cast technology.
Important to mention here, the board of directors in its 41st board meeting held on 15-02-2012 and 22-02-2012 has approved to execute all the works on twofold mechanism involving labor and materials.
The Board says that for the procurement of key material it will adopt national tendering, however contractors alleged that it never happened.
Official sources revealed that projects were being allotted to blue-eyed contractors who enjoy patronage of politicians and bureaucrats. They said that E-tendering has also not been adopted by the board which establishes that fact that officers at the helm of affairs don’t want board to prosper.
