DECC construction becomes victim of legal hurdles
Dept undermines project’s legal complicacies before taking up

Jammu, Jan 17: It has been more than eight years since the project for the construction of District Employment and Counselling Centre (DECC) Jammu was taken up by the Employment Department but due to legal complicacies erupted during its execution, the project remained withheld and could not be completed till date.
Sources told Early Times that for construction of District Employment and Counselling Centre, the department took a piece of land from Jammu Development Department against payment in 2011 and construction of the project was given to Public Works Department, which prepared Detail Project Report at the estimated in crores.
“But the work could not be started due to court stay obtained by locals of the area. However, despite the stay order, the department again released funds to the executing agency. The executing agencies had utilized the amount on procurement of material resulting in its blockade,” they alleged.
They further said that it is very shocking that Employment Department didn’t bother to ensure the status of land before acquiring it from the JDA so that no hurdle of any kind come across its construction. The ill planning of the department held this project hostage and rendered the funds to the tune of corers wasteful.
