1/27/2020 12:05:44 AM
Early Times Report

Samba, Jan 26: Police achieved a breakthrough in the case of Parcel IED delivered at the main gate of BSF 173 Bn Headquarters PanjTilla, Samba with the arrest of accused BSF Jawan.
Accordingly to police statement, on January 5, 2020 at about 5 PM a written complaint was received from 173 Bn BSF Panjtilla and stating that one packet wrapped in silver colour wrapping foil addressed to senior officer was handed over to him. On opening the packet a carton of JBL Harman Bluetooth was found and on slightly sliding its lid, it was found that explosive material alongwith battery (IED) was fitted inside. This was serious and was to cause death/bodily injuries.
On this a case FIR No.3/2020 U/S 307 IPC, 4/5 Explosive Substance Act was registered at P/S Samba and the investigation was initiated. During the investigation, the IED was defused by Bomb Disposal Squad and seized as evidence. Finger prints and other vital clues, were also collected through FSL Team. CCTV footage and witnesses were examined and their statements were recorded which indicated that the IED was planted by one insider Ct. Samarpal.
Ct.Samarpal (accused) had proceeded on 27 days leave on January 4, 2020 after leaving the gift packed IED at the Sentry post of the main gate of BSF Hqrs.Panjtilla Samba. A Police team was deputed to Kolkata and Delhi to arrest the accused Ct. Samarpal son of NayanRanjan Pal. After hectic efforts the accused was arrested from native village Pairagacha P/O Janai District Hoogly Kolkata West Bengal and brought back to Samba. During the sustained interrogation of the accused, Ct. Samarpal confessed his crime and admitted that he had planted the IED.
The reasons for committing the offence were he wanted to have his posting at Hqrs. as he (accused) had extra marital affairs with his colleague but was transferred out to BOP Chilyari. He being expert in IED was in QRT but was humiliated and was made irrelevant by his transfer to remote post. About a week before the date of incident, he was called to Hqrs.for IED demonstration in front of DIG. On this date he got access to explosive PEK and detonator. Other required material to make this IED he arranged from different sources:
The packet of JBL Bluetooth head phones which was used to prepare IED was sent to Ct.Samarpal as birth day gift by his wife in the month of November. b) Pellets mixed in the explosive were screws arranged from dysfunctional switches of electric/electronic gadgets. He purchased battery from local Samba market. The shop is identified. Wrapping material and white paper sheet with address of the officer was got printed from his colleague. This has been identified.
He (accused) had kept one extra block of explosive and battery concealed in his box kept at his duty point. This was searched and both were recovered/seized on his disclosures. Accused is on remand and lodged in Sub-Jail Hiranagar while investigation is going on.
