GLTF meets DSEJ, demands transparency in transfers of teachers

JAMMU, Jan 31: In order to press for transparency in transfers of Teachers/Masters posted in winter zone of School Education Department, a joint delegation of General Line Teachers Forum (GLTF) today met Director, School Education Jammu (DSEJ).
The joint delegation comprising of Chenab Valley Teachers Federation (CVTF) under the leadership of Sheikh Ayaz Ahmed, Ramban District Teachers Association (RDTA) under the leadership of Mohammad Rafiq and Poonch District Teachers Association (PDTA) under the leadership of Masood Ahmed was overall led by President of GLTF, Neeraj Sharma.
During its meeting with the DSEJ Anuradha Gupta, the delegation put forth several issues of teaching and non-teaching fraternity.
Among the various issues, the matter of transfer of teachers in winter zone was taken up forcefully by the visiting delegation as the transfers of teachers in winter zone, despite clear transfer policy has not been effected for the last 5 years, which is augmenting the distress and discontent among the teaching community at large.
The delegation informed the DSEJ that the teaching community is no doubt losing the faith in transparency, accountability and justice in School Education Department adding that whenever the matter of transfers come, the exercise mostly remains confined only to prepare transfers proposals as was seen last year also since no approval was made by the concerned head.
“Whereas scores of teachers are enjoying their luxurious posting in the cities and soft zones despite their over stay of more than 5 -10 years at a single place,” said the members of delegation adding that the joint delegation apprised the Director DSEJ that when already there is a transfer policy issued by GAD vide order No 861-GAD of 2010 and transfer policy issued by Education Department vide order No 622-Edu of 2015 in vogue, why is then discrimination, ambiguity and unnecessary dally- delaying tactics are being adopted in transfers.
“Why then pick and choose goes unabated, why not mass transfers for those whose transfers have matured and who are over staying as per norms,” they questioned.
Sheikh Aiyaz Ahmed, Vice President CVTF, categorically stated that whenever CEOs of winter zones are asked for transfers of teachers, in response they say that they are directed only to go for rationalization and not for transfers adding that on this the Director DSEJ responded that rationalization doesn’t mean not to effect transfers but to go for transfers too as per norms viz stay and student ratio.
“She stated overstayed teachers in soft zones has to be moved to hard zones and those in hard zones to be transferred to soft zones as per norms and transfer policy,” Sheikh Aiyaz quoted Director DSEJ adding that Anuradha Gupta patiently listened to the issues raised by joint delegation and passed on spot directions to all CEOs of winter zone telephonically to prepare the transfer proposal within a week’s time, so as to effect the transfers before the commencement of new academic session in 2020.
Neeraj Sharma President GLTF impressed on the DSEJ to carry out the process at the earliest and without any unnecessary delaying tactics as teaching community could not further tolerate injustice in the matter.
