Influential people make public hand pumps their personal property

Rajouri, Feb 13: Some influential people have allegedly made public hand pumps their personal property by affixing electric motors for personal use, which were installed under legislators Constituency Development Fund (CDF).
Sources told Early Times that these people, who took these hand pumps under their premises, are said to be the ‘blue-eyed’ workers of political leaders, who got sanctioned public hand pumps under CDF and got installed them just near their houses. Later they covered them under their premises by raising boundary walls around them.
In one such case in Block Dangri, where a person got installed hand pump under CDF of local legislator and got electric motor affixed with it. Similarly in Dhanore Jarallan area, the gross violation of public hand pump can be seen, where hand pump installed on roadside was made personal property by a local.
It has been seen that at many places, the hand pumps have been lying defunct and were never repaired. Astonishingly, the concerned departments have been playing blame game by putting responsibility on one another.
Munish Singh Khurana, Executive Engineer Ground Water Drilling Division Jammu, when contacted admitted that many cases have been reported but it is very difficult to keep vigilance on such violation due to paucity of staff as there are only two JEs in every division.
“Our job is to install hand pumps as far as the inspection is concerned, PHE division has to look after its functioning,” he said. Shockingly, when concerned PHE division was contacted, they said that they don’t know anything about it.
