JAMMU, Feb 13: Taking strong notice of reluctance on part of the SICOP, following repeated complaints of nepotism in allotment of supply orders to blue eyed firms by the corporation, the Divisional Commissioner Jammu directed Anti-Corruption Bureau (ACB) to conduct proper inquiry into allegations leveled by an entrepreneur.
According to sources, the Divisional Commissioner Jammu office in the month of November 2019, after having no response from J&K SICOP and the Directorate of Industries & Commerce Jammu, with regard to repeated complaints of nepotism by an entrepreneur, had directed the ACB for proper inquiry in to the matter and book the culprits under relevant law.
“Naman Bakshi owner of M/S Bakshi Cement Works Arts, Reasi, had repeatedly apprised the authorities regarding alleged nepotism in allotment of supply orders for interlocking tiles to Rural Development Department, the Div Com had sought detailed report from the Director Industries & Commerce, and Managing Director SICOP”, sources said, adding that but the complainant remained deprived of even a single supply order and causing huge loss to his unit, as he had taken loan from a bank for his manufacturing unit.
“He kept knocking doors of higher authorities, including DC Reasi, MD SICOP, Director RDD Jammu, GM SICOP, Director Industries & Commerce Jammu, though the same was conveyed to SICOP by the concerned offices, even he had also submitted a written complaint to erstwhile, State Vigilance Organization, now ACB along with sufficient proof of fraud committed on the pretext of supply orders given to selective firm”, they said.
“Kindly find enclosed herewith a copy of complaint along with its enclosure submitted by one Naman Bakshi, (M/s Bakshi Cement Works Arts) regarding the subject cited above. The complaint is self-explanatory and need proper investigation. In this connection, I’m directed to request you to kindly get the allegation verified and take appropriate action in the matter”, letter addressed to Director ACB J&K vide no. 901/DivCom/ACB/Reasi/1480-81, dated 26/11/2019 read.
When Contacted, Managing Director, SICOP J&K, Atul Sharma said, “There are no such things happening in new system.”
“In past may be some favour be given to someone, since the day I joined here, I directed my subordinates to follow due process while placing supply orders for government department to the manufacturers”, he said, adding that he could not comment on what had happened in past, but if someone has grievance he/she come to me any time. “No injustice will take place in new system, I assure you”, he added.
