EARLY TIMES REPORT

RAJOURI, Feb 16: Pradhan Mantri Gram Sadak Yojan (PMGSY) has allegedly become golden goose in Rajouri district where despite incomplete road projects, dilapidated conditions of newly constructed roads, the payments are being released by the department.
Sources told Early Times that the condition of most of the roads under PMGSY is in bad state, the blacktopping of many roads has started peeling off. They further said that there is Dhand Kote to Leeran road, which is around 8 kms of stretch, was blacktopped 2-3 months ago, which started peeling off after two weeks, due to substandard martial used in its construction, which indicates embezzlement of funds to the tune of crores.
“The road was constructed first time in the area under PMGSY but it could not sustain for long and started getting damaged resulting potholes were developed on the road,” said Imran Tabbasum, Sheraz Lodhi, Sharun Shabnam and Mukhtar Ahmad, locals of the area.
Sources alleged that most of the roads were constructed and blacktopped in unfavourable conditions. “While blacktopping atmosphere temperature has been considered and winter season is avoided for macadamization for better grip of road and all this process is done in summer but in this case, all instructions were ignored which led to peeling off road,” they said.
They further informed that at many cases the concrete base before lying down blacktopping has been not made proper due to which roads started caving in at many points. “The poor execution of roads is done deliberating by the concerned contractor in connivance of concerned department and all these works are done at the end of the financial year and payments are released are immediately,” they alleged.
The main objective of PMGSY is to connect rural areas with cities, towns but poor condition of roads speak volume of embezzlement of funds under these projects.
Executive Engineer, PMGSY Mahmood, when contacted, said that he has taken note of matter and asked concerned officers to conduct inquiry.
The locals appealed to the LG and concerned DDC to take cognizance of the matter and demanded that inquiry should be conducted into all projects executed under PMGSY in Rajouri district.
