Despite promises; Govt yet to revoke SRO-202, employees seek LG’s intervention

Jammu, Feb 17: Despite assurances and promises made by the successive governments from time to time with regard to abrogation of SRO-202 introduced by Omar Abdullah led Congress - NC government around five years ago, All J&K Anti SRO- 202 Employees including over 150 employees from Kishtwar District seeks immediate intervention of Lt. Governor G C Murmu and Financial Commissioner, department of Finance and JK GAD for bringing an end to this disparity with the employees engaged under this draconian law.
As per the details available with “Early Times”, the representation forwarded to government and various officials from time to time titled as “Request for Abrogation of SRO-202 for newly appointees on humanitarian ground”, the employees recruited/appointed under SRO-202 Dated: - 30.6.2015 ask the LG to issue necessary orders regarding bringing their services at par with the employees engaged by the government prior to announcement of this draconian SRO.
They stated that newly recruited employees/appointees under SRO -202 Dated:-30.06.2017 in different departments made by J&K Services Selection Board (JKSSB) under the garb of hollow Fast track Recruitment mode were made victims of this anti youth SRO.
It is imperative to mention here that there is not a single case where said clause of SRO promulgated in letter and spirit by recruiting agencies were followed.
They stated that all clause of SRO-202( except clause 9) have not being implemented by the recruiting agencies while conducting selection process of thousands of vacant posts and also indenting departments not bothered about its implementation.
The clause 9 of SRO-202 according to these angry employees pertains to fixation of pay are being implemented in hue & cry by Government of J&K between lot of confusion with regard its admissible basic pay and other allowances as a result of which the employees are fomented and aghast over such move.
“In this time of skylark, we are being provided abysmal amount of salary, which is not catering our basis needs of life--- For instance, some appointees under said SRO are working in New Delhi and hundreds of Kilometers away from their home town and how can they run their daily affairs in such minimal amount of salary and deprivation of all such admissible allowances like DA, HRA, CA etc” said Dawood Bashir, an angry employee. He said that the Clause 8 & 9 have already repealed by the High Court of J&K at Srinagar for its employees vide judgment No. SWP No. 1463 of 2016 Tiled Latief Hussain Khan & Four Ors V/s State of J&K Dated:-04.10.2016 added that J&K Institute of Management, Public Admiration and Rural Development (IMPARD) Jammu also endorsed aforesaid judgment passed by High Court for its employees.
Dawood Bashir further said that both premier institute abrogated SRO-202 and gave stupendous relief to their employees recruited after 2015 under aforementioned SRO while J&K government is yet to implement the court directions.
“it is our humbly requested that SRO 202 may please be abrogated at an earliest possible time in the large interest of poor employees providing huge relief to the depressed employees working under said SRO” said another employee added that If their demand will not be met by the government, they have no other option except to opt for agitating path. He said that they are hopeful that the LG along with Finance Department will look into the issue at an earliest possible time so that they could get respite from mental trauma and unnecessary harassment beside to direct General Administrative Department to issue the circular for abrogation and repealing of SRO-202.
