Plight of Junior Assistant Migrants

Migration is a social phenomenon so it can affect any community or group in one way or the other and its ramifications are often serious in nature. Same happens to the Kashmiri Pandit community, the originally inhabitants of Kashmir valley. These miniscule population were being forced out of the valley by the Islamist fundamentalists long back in the year 1990 when the terrorism in Kashmir was as its peak. After the forced exodus from the valley, the K.P's lived the life of abject poverty in camps and rented accomodations with no source of income as they had left their homes and hearths. However, thanks to the former Prime Minister of India Dr. Manmohan Singh who had announced a job and rehabilitation package for this ill-fated community in the year 2009 so that their safe and dignified return back to valley could be made. But unfortunately, the callous and dubious attitude of the erstwhile state government of J&K, now a union territory have made this rehabiliation package totally a failed one. It was in the year 2017, the J&K Service Selection Board on recommendations of Department of Disaster Management, Relief, Rehabilitation and Reconstruction had advertised some 300-400 posts of Junior Assistants to various department vide their advertisement notification no. 04 of 2017 for Kashmiri Migrants under this PM's package. But it is very agonizing and disturbing that till date selection lists have not been released inspite of repeated requests and pleas made by the aspiring candidates with the selection board. It has been around three years since these posts were advertised by the SSRB but to the utter surprise of the Junior Assistant Migrant aspirants, the selection lists have not been compiled and released by the board. It is also in place to mention here that the type test, written test and subsequent document verification process have already been completed by the board but very ironically the selection lists have not been declared till date. This prolong and unnecessary delay is creating so much havoc, distress, agony, dejection and sadness among the job seekers who have applied for these posts of Junior Assistants under this PM package. Moreover, some of the migrant aspirants have already left their previous private jobs outside the state in the hope of getting absorbed sometime soon but the lackadasical attitude of the J&K Service Selection Board had left all those aspirants in lurch and disdain. One wonders as to why the J&K SSB keeps on delaying the recruitment process of Junior Assistant Migrants and puts the Selection lists on hold for so long. The Centre government had also sought the fast track recruitments under this package but surprisingly nothing of that sort has happened till date. Further, Lt. Governor of J&K UT had also given directions to the concerned authorities to complete all the pending selections by before 31st January, 2020 but it is very sorry state of affairs that even his directions have also been put into the dustbin for the best reasons known to the authorities concerned. To add further fuel to the fire, some mischevious elements are trying their best to mislead and misguide the J&K SSB authorities so that the selection list of Junior Assistant Migrants could not be released.
They are playing their mischief for their own vested interests so that J&K SSB would further delay the recruitment process for the Junior Assistants under PM package. Impediments and hurdles are being created by those aspirants who have scored very less merit and are now claiming to get adjusted in the job package. Why these mischevious elements were silent when they gave type tests and written tests inspite of knowing the fact that migrants aspirants have applied for more than one department under this package? The ground reality is that these aspirants have scored very less merit and have bleak chances of getting absorbed under this job pacakge so they are trying their best to misguide the J&K SSB authorities by putting court notices. The J&K SSB authorities must not pay any heed towards such rumor mongering and mischevious elements and should release the pending selection lists of Junior Assistant Migrants as early as possible as enough of time already stands wasted. It is pertinent to mention here that once the selection list could be list, the department preference can be made easily which will eventually give chance to the other candidates who figured lower in order of merit. By putting selection lists on hold will not prove fruitful for all the Junior Assistant Migrant aspirants. It is high time now that the worthy chairman of the J&K SSB should take due cognizance of the above matter and must direct authorites concerned to release all pending selection lists for Junior Assistat Migrants at the very earliest so that the future of the aspirants could be safeguarded.
