Since UT formation, RDD's Panchayat Secretaries without salaries

JAMMU, Feb 23: Since the formation of Union Territory last year, the Panchayat Secretaries of Rural Development Department in J&K are not being paid their salaries.
"After working more than 15 hours a day, we expect our salaries to be released at the end of month but we are not getting salaries for the last three months due to lack of funds for NPS or General Grant," Panchayat Secretaries said in a statement issued here today seeking intervention of the Lieutenant Governor for redressal of their grievances.
With more powers to the Sarpanchs and Panchs, the importance of post of Panchayat Secretary has increased manifolds and with that the responsibility as well as equal accountability, they said adding that the Panchayat Secretary is the one who listens to the problems of the people and find suitable solution for general public but there is no one to listen to their grievances.
"We feel proud to be the part of RDD because we are serving the people at the grass root level, we are helping people to improve their standard of living and taking all schemes at their door steps for more development and making their life better," they said adding we have families to look after and they are dependent on us.
“We cannot give proper time to our families due to hectic working schedules but at least we can fulfill their needs with our hard earned money," they said.
A Panchayat Secretary, as the post speaks, has to look after the complete Panchayat and coordinate with other 21 departments for smooth functioning. But they are working with a Grade Pay of a 4th class employee, which is a disappointing and demoralizing factor for them. "We have to work more than 16 hours and even on holidays, thus we deserve better grades at least equivalent to Patwari. We had high hopes when state turned into UT and Panchayats were empowered but the Panchayat Secretaries, who are backbone of every Panchayat, were not strengthened financially."
Preety, Sandeep, Rajesh, Amit, Ramesh, Ganesh, Shiv, Geeta Devi, Santosh and Iqbal, who issued the statement, said that this upgradation in pay scale will be a big boost and encouragement for the VLWs/ MPWs and will ultimately lead to the best results. "We have presented our case of Grade Pay many times but no one is interested to listen to us," they said.
