GRS, supporting staff who decamped with public money went into hibernation

JAMMU, Feb 24: In an open loot of public exchequer and corruption in Department of Rural Development and Panchayati Raj in district Kishtwar, the GRS who decamped with lakhs of rupees meant for distribution among the poor people has gone into hibernation.
The GRS so far did not even report to new place of posting despite the concerned Block Development Officer relieving him following reprimand by the Deputy Commissioner Kishtwar, who eventually ordered to send him to his original place of posting following mass scale complaints and public outrage against the said GRS while at the same time another temporary employee (Supporting Staff) working on Court order after decamping with public money also went into hibernation and had put his mobile phone on switch off or on mobile code mode.
However, he is also enjoying luxurious life by spending embezzled money on purchase of vehicle and also turned brat by blackmailing the department officials by threatening them to expose as a result of which this temporary employee continue to enjoy at present place of posting even though the concerned BDO removed him after allegations of corruption were leveled against him.
As per the details available with Early Times, GRS posted in Darbadan Panchayat of block Thakrie has withdrawn lakhs of rupees under MGNREGA material component on the name of Suresh Kumar who happens to be the brother of the said GRS.
After public outrage against the GRS and other officials of the RDD the GRS agreed to distribute the money among the poor job card holders who use the material component in execution of works under MGNREGA on its own but later turn hostile and refuse to distribute the money among the real stakeholders even after the local Sarpanch and Block Development Counsel Chairmen intervene into the matter.
The aggrieved told the Early Times that keeping in view of various hurdles, it was during Gram Sabha decided to withdraw the material component on the name of some villagers and accordingly the amount which is believed to be withdrawn in accordance to the decision taken during the Gram Sabha, adding that the GRS collected the whole amount from those people against whom the material component had been withdrawn, but same was not distributed among the deserving people as a result of which there is hue and cry among the locals.
They said that they even approach various quarters and seek the intervention of senior officials to recover the embezzlement amount from the said GRS adding that the accused GRS had purchased a piece of land near Sarkoot village out of the corruption amount.
The GRS according to the people had deep political nexus that further encourage him to indulge in more corruption which could be judged from the fact that he even did not bother to attend the Public Darbaar held by newly posted DC Kishtwar Rajinder Singh Tara at Thakrie block few days ago.
The said GRS was also relieved by DC Kishtwar to block Drabshalla vide his order No. DDCK/PS/2020/6605-08 dated 5-2-2020 but did not report back to new place of posting even after three weeks of his transfer.
“I have relieved him from Thakrie block. He is not posted any more in the block” said BDO Thakrie Sheetal Sharma when inquired about the whereabouts of the GRS.
Confirming the news details available with Early Times, BDO Drabshalla Kapil Kumar when contacted informed that the said GRS had not joined at new place of posting in his block adding that he is unaware about his whereabouts.
When BDO Drabshalla was asked whether any absent case has been made against the erring GRS who is supposed to be terminated following his continuous unauthorized absence from duty, BDO Drabshalla said that he will look into the matter and hang up his call.
Similarly, another employee who is a supporting staff member under similar circumstances decamped with lakhs of rupees from Drubeel Panchayat of Mughal Maidan Block also in Kishtwar district and according to the locals he instead of distributing the money among the poor people purchased a luxurious vehicle for his own comfort out of the said embezzled money.
This supporting staff member according to the locals is threatening every one of dire consequences in case they initiate any probe or made any attempt to recover the embezzled money from him.
The aggrieved told the Early Times that the said temporary employee also agreed to handover the embezzled amount to public in presence of Ex-BDO and other officials, but later back tracked and went into hibernation after he run away to Jammu.
The people urged upon the Director RDD Jammu and Secretary RDD to look into the matter and called for detail audit with regard to withdrawal of material component in Kishtwar District on the name of influential people as well as against the officials like GRS and supporting staff member who had been entrusted with such responsibilities.
